    The purpose of this Request for Proposals (RFP) is to select a Contractor who will operate, manage, and maintain fixed route transportation services for the City of Alamogordo.

    The proposed transit service is made up of fixed routes and paratransit services with set schedules that run multiple times per day. Paratransit services will be provided to people with disabilities by virtue of their disability and are not able to use a standard fixed-route service.

      The overall quality of the proposer’s operating plan, including the proposed operating procedures, approach to planning, scheduling, deployment, dispatching, supervision, customer service, and emergency contingencies and response; the contents of the proposer’s service quality monitoring program; and the approach to providing regular and accurate reporting of performance data.

      The qualifications, experience and credentials of the key personnel, projected availability of key personnel and the quality of the proposer’s overall management organization and team.

      The proposer’s plan for staffing and training, including examples of the proposer’s policies regarding safety and security.

      Demonstrated experience by the proposer in successful transit service operation, including examples of how the proposer has helped an agency solve service-related and budgetary challenges and problems.

      The proposer’s record of performance on prior projects and information obtained on the proposer’s past performance through contacts with client references, including any statistical information obtained on matters such as on-time performance, passenger complaints, and safety of operations.

    • Financial Capacity (35 pts)

      The City will evaluate the proposer’s overall financial condition and capacity, including an assessment of any financial risks or contingent liabilities currently facing the proposer or anticipated; the extent of its financial strength and resources; and its solvency ratios (current, quick, debt-to-equity). The City reserves the right to assign a third party for purposes of evaluating a proposer’s financial condition.

      The Offeror has not, directly or indirectly, by agreement, communication, or conference with any other person, attempted to induce any action prejudicial to the interests of the City of Alamogordo or attempted to induce any other Offeror to submit or refrain from submitting a proposal.

      Prior to the proposal’s submission deadline, the Offeror:
