    Description

    Beaufort County is soliciting sealed proposals from qualified Design-Build firms for the design, engineering, fabrication, and installation of stairs, railings, security doors, and security window systems at Fort Fremont Preserve located in St. Helena Island, South Carolina.

    The selected Design-Build contractor shall provide all labor, supervision, materials, equipment, transportation, engineering, fabrication, permitting assistance, site protection, demolition, and incidentals necessary to complete the project in accordance with the Scope of Work and all applicable codes and standards.

    The improvements are intended to:

    • Improve public safety and pedestrian circulation;
    • Enhance accessibility and visitor flow along the fort battery;
    • Protect historic structures and features from damage;
    • Provide secure enclosures for designated exhibit rooms; and
    • Maintain the historic and visual character of Fort Fremont Preserve.

    The County intends to select the proposal that provides the best overall value based upon qualifications, technical approach, experience, schedule, price, and understanding of the project requirements.

    Evaluation Criteria

    • Experience & Qualifications (25 pts)

      Overall experience of the firm and key personnel with similar stair systems, railings, metal fabrication, public park improvements, historic sites, and coastal environment projects. Includes organizational capacity and qualifications of assigned staff.

    • Design & Technical Approach (25 pts)

      Demonstrated understanding of the project goals, site conditions, historic preservation considerations, constructability, proposed materials, durability approach, and overall quality of the proposed design/build solution.

    • References & Similar Project Performance (25 pts)

      Quality of references and successful completion of similar projects of comparable size and complexity. Evaluation includes workmanship quality, responsiveness, schedule performance, and owner satisfaction.

    • Project Schedule & Capacity (15 pts)

      Ability to complete the project within the desired timeframe, including staffing availability, fabrication lead times, sequencing, and overall project management approach.

    • Price Proposal (10 pts)

      Overall value and competitiveness of the proposed pricing, including completeness, clarity, and reasonableness of the proposal.

      The contractor certifies, by submission of this qualification statement or acceptance of a contract, that neither it nor its principals is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any State, Federal department, or agency.

      It further agrees by submitting this qualification statement that it will include this clause without modification in all lower tier transactions, solicitations, proposals, contracts, and subcontracts. Where the bidder/contractor or any lower tier participant is unable to certify to this statement, it shall attach an explanation to this solicitation/bid.

      CERTIFICATION BY CONTRACTOR

      Regarding

      NON-SEGREGATED FACILITIES

      The Bidder certifies that he does not, and will not, provide and maintain segregated facilities for his employees at his establishments and, further that he does not, and will not, permit his employees to perform their services at those locations, under his control, where segregated facilities are provided and maintained. Segregated fountains, transportation, parking, entertainment, recreation, ad housing facilities; waiting, rest, wash, dressing, and locker room, and time clock, work, storage, restaurant, and other eating areas which are set apart in fact, or by explicit directive, habit, local custom, or otherwise, based on color, creed, national origin, and race. The Bidder agrees that, except where he has obtained identical certifications from proposed subcontractors for specific time periods, he will obtain identical certifications from proposed subcontractors prior to the award of subcontractors exceeding $10,000.00 which are not exempt from the provisions of the Equal Opportunity clause, and that he will retain such certifications in his files.

      The Bidder agrees that a breach of this certification is a violation of the Equal Opportunity clause in this Contract. The penalty for making false statements is prescribed in 18 U.S.C. 1001.
