    Description

    1. SCOPE: In accordance with provision of Texas Government Code, Chapter 2175, Surplus and Salvage Property, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is seeking qualified vendors for freight transportation services for pickup and delivery of federal and state surplus property in the continental United States.
      1. Awarded TSPs will provide freight transportation services as stated in the Attachment A – Freight Transportation Services Provider Agreement and in conformance of Attachment B – TFC Standard Terms and Conditions. It is not the intention to award to a specific number of vendors; additional vendors may be approved periodically throughout the contract term. Vendors must have the ability and possess proper authority to provide freight services. TFC routinely transports property from Federal agencies in the Continental U.S. to three locations in Texas:
        1. Austin Surplus Property Warehouse: 6506 Bolm Rd, Austin, TX 78721
        2. San Antonio Surplus Property Warehouse: 2103 Ackerman Rd, San Antonio, TX 78219
        3. Fort Worth Surplus Property Warehouse: 2826 N. Beach St., Fort Worth, TX 76111.

      Review the Federal System of Award Management, the Safety and Fitness Electronic Records (SAFER) Program, Review licenses on the Federal Motor Carrier Safety Administration Page, and Texas Comptroller's Vendor Performance Tracking System. Poor performance ratings, safety ratings, or failure to find active licenses will result in rejection of submittal.

    Q (Shipment Visibility Tracking):

    A: I have a question regarding shipment visibility and tracking. Does the Texas Facilities Commission require Transportation Service Providers to provide shipment tracking capabilities? If so, could you please provide additional details regarding the tracking, status reporting, and proof-of-delivery requirements expected under this program? We do not require detailed shipment tracking, but we do request that the vendor notifies us when pick ups are scheduled and they must contact the receiving warehouse to provide an approximate delivery ETA. At receipt, our team members will photograph and inventory the shipment.
