On November 8, 2022, Maryland voters passed Question 4 by ballot referendum, making it legal for individuals aged 21 and older to possess and consume cannabis in Maryland on or after July 1, 2023. Furthermore, on April 8, 2023, the Maryland General Assembly passed the Cannabis Reform Act (HB556/SB516) which allowed for cannabis sales to adults 21 and older from licensed dispensaries and established a framework for adult-use cannabis sales beginning July 1, 2023, including the conversion of existing medical cannabis business licenses to both medical and adult-use cannabis, and created the new Maryland Cannabis Administration to oversee both medical and adult-use programs. On May 2, 2023, the Governor of Maryland signed the Cannabis Reform Act into law. The Cannabis Reform Act establishes the Community Reinvestment and Repair Fund to provide financial support to community-based organizations that serve communities which were the most impacted through the disproportionate enforcement of the cannabis prohibition before July 1, 2022. Wicomico County has received a percentage of the Community Reinvestment and Repair Fund and has adopted a law (Article III, Chapter 29 of the Wicomico County Code) to govern how the fund may be used.
Within this section of your proposal, please give a detailed overview of your proposed or existing program. Points will be awarded for focusing on the following items:
1) Describe your program in detail, be sure to address the following questions: What does the program do? What is the program strategy? How and when does it operate? Where will services be provided? How does your program design meet the goals listed in the RFP? (20 points)
2) How does your program design and strategy ensure the achievement of the planned results? (10 points)
3) Thoroughly describe your race equity efforts, be sure to include information relevant to the following questions: What are your long- and short-term strategies for reducing/eliminating race equity issues within the target population? How will race equity data influence your programming? (10 points)
4) Thoroughly describe your intentional efforts to reduce Adverse Childhood Experiences (ACEs) and increase Trauma-Informed Practices (TIPs), be sure to include information specifically related to: How will you address ACEs and trauma-informed practices with your participants, especially related to inter-generational transmission of ACEs? How will you identify and target people who may be at higher risk for behavioral health concerns related to ACEs and trauma? (10 points)
5) What is the anticipated enrollment number? How did you arrive at this number? Describe your recruitment plan and how your plan will ensure that the appropriate participants are identified and enrolled. You must demonstrate an understanding of the target population. (10 points)
6) Provide scholarly, programmatic, or policy evidence that your program design and/or service delivery model is evidence-based and/or has verifiable positive outcomes. (10 points)
1) Complete the performance projections form (Attachment C); be sure your projections are reasonable and attainable. (10 points)
2) Provide a program timeline focusing on the attainment of the programmatic, fiscal, and performance expectations. (5 points)
3) Complete the budget form (Attachment B); be sure that the budget is reasonable, realistic, detailed, and aligns with the program goals. (15 points)
4) Indicate whether there are cash or in-kind measures that add value to the program and its operating budget. (5 points)
