Santa Rosa County District Schools is soliciting proposals from qualified fencing contractors to furnish and install a perimeter fence in the aesthetic of aluminum decorative fence and/or matching color powder coated fence at Gulf Breeze Elementary School campus, 549 Gulf Breeze Parkway, Gulf Breeze, FL 32561. Fencing will replace existing fencing. The School District is requesting three (3) separate proposals, each for height requested in solicitation. General Condition Requirements The School District is exempt from Florida State Sales Tax. Prices quotes shall not include Federal or State taxes. The School District will furnish the successful Contractor with a tax exemption certificate upon request. The Contactor will adhere to and meet all Federal, State, and Local regulations, and shall be licensed to do business in the County and Cities of Santa Rosa County. The Contractor shall provide laborers, personnel, and supervisors who are: Thoroughly familiar with the type of construction involved and materials and techniques required. Properly trained and qualified for work of this type. The School District reserves the right to refuse to accept services from any personnel deemed by the School District to be unqualified, disorderly, or otherwise unable to perform assigned work. Personnel shall not engage in any argumentative, idle, unnecessary conversation or contact with School District employees, students, or visitors. The Contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct, appearance, and integrity and shall be responsible for taking such disciplinary action with respect to his employees as may be necessary. Upon receipt at the job site, all materials shall be checked to ensure that no damages occurred during shipping or handling. Materials shall be stored in such a manner to ensure proper ventilation and drainage and to protect against damage, weather, vandalism, and theft. All debris related to this project shall be cleaned up each day before the work crews leave the site unless permission is given by the School District Facilities Supervisor to do otherwise. Areas to be left in a condition equal to that which existed prior to commencement of operations. It shall be the responsibility of the Contractor to remove and dispose of, in a proper and acceptable manner off-site, all debris related to the project. A standard manufacturer’s warranty for materials and workmanship shall be provided in writing. All potential Contractors are to submit business proposals including: A brief company history Key staff who will be in a supervisory role for this project, including years of experience Provide a minimum of three (3) references, from clients either past or current, from whom proposer’s company has provided similar service as listed in this RFP. References shall include, at a minimum, client and/or School District’s name, address, contact name, contact telephone number, and project summary provided by Proposer. All measurements provided are approximate. Contractors are to verify all measurements before submitting a proposal. Approximate length of fencing is one thousand, four hundred, sixty-nine feet (1469’). Fence color shall be Black or Matte Black. Fence height proposals shall include: Six feet (6’) tall Seven feet (7’) tall Eight feet (8”) tall Preferred, four (4) rail sections with spiked tops Fence sections shall be a minimum of six feet (6’) in width and a maximum of eight feet (8’) in width. Fencing must be installed per the manufacturer’s specifications and meet all local codes. All new fences shall be secured to existing fence, where applicable, and gates for security. No gaps, holes, or potential points of entrance shall be made an accessible security breach. Fencing and gates shall be erected plumb, square, and level. Include all required gates. Gates are to be provided at all points of traffic entrance and exit. Eight (8) four foot (4’) wide walk gate One (1) twelve foot (12’) wide double gate One (1) fourteen foot (14’) wide double gate Contractor will be responsible of removal and disposal of existing fence and gate. The Awarded Contractor must comply with this general condition requirements section and all of the School District General Terms and Conditions listed on pages 1-7 at the beginning of this solicitation. Permits The Contractor shall secure, at no cost to the School District, all permits and licenses necessary for the execution of the work. The Contractor shall keep themself fully informed of all laws, ordinances, and regulations in any manner affecting those engaged or employed in the work or materials used in the work, or in any way affecting the conduct of the work, and of all orders and decrees of bodies or courts of justice having any jurisdiction or authority over the same. All work shall be executed and inspected in accordance with all local and state rules and regulations and all established codes applicable thereto and shall conform in all respects to the requirements of all competent authorities having jurisdiction thereover. Contractor is responsible for properly identifying all underground utilities (i.e., power, water, sewer, gas, telecommunications, etc.). Preservation of Trees and Shrubbery The Contractor shall protect and preserve all trees along the line of work. Where necessary to preserve the tree and its main roots, the Contractor shall move the fence around the tree. No trees or shrubbery of any kind shall be removed or destroyed by the Contractor without written permission of the School District, and the Contractor will be held fully responsible for any damages caused by its work to adjacent trees and shrubs. Ample precautions shall be taken by the Contractor to protect such trees and shrubs that are to remain in place. The Contractor shall protect and/or replace all shrubbery damaged or destroyed by operations under this contract. The Contractor shall receive no extra compensation for preservation of trees and shrubbery.
