    The City of St. Petersburg is seeking responses from qualified vendors to provide Geotechnical and Miscellaneous Materials, Testing and Inspection Services on an as-needed basis.

     

     

    Background

    Geotechnical and Miscellaneous Materials, Testing and Inspection Services projects may be funded by the City, by SWFWMD, by the FDEP, by the USEPA, by other agencies or by a combination of funding sources. Projects funded in whole or part with non-City funds shall be designed in conformance with the funding agency’s requirements – i.e. SWFWMD, FDEP, and/ or USEPA.

    Evaluation Criteria

    • Project Team, Firm Specific Qualifications, General Qualifications (35 pts)

      Project Team: In this section, the offeror must use SF 330 Part I, A – E to describe the composition and organization of the team.
      Identify any other firms (such as sub-contractors and sub-consultants) included on the project team along with the offeror.
      The organizational chart should indicate the reporting relationships and responsibilities of the offeror, including any subconsultants.

      Firm Specific Qualifications: The offeror should identify the key strengths of the firm. Highlight capabilities and areas of specialization provided by the firm.

      General Qualifications: Provide one (1) updated SF 330 Part II, for the offeror's office(s) which will provide services identified in this RFQ. Provide the same information for each subconsultant.

    • Experience and Reference Projects (25 pts)

      In this section, the offeror must use SF 330 Part I, F – G to describe the performance history and experience of the project team on similar projects.

    • Project Approach (25 pts)

      The offeror should identify the process utilized on other continuing services contracts and the process envisioned for the services identified in this RFQ to ensure task authorizations meet expectations. This should include the process envisioned for interfacing with the City through the project manager. If sub-consultants are part of the team, describe the specific scope of work for each firm’s services and specifically in which types of projects the subconsultants will participate. Describe the firm’s approach to the management of subconsultants and subcontractors.

    • Business Outreach Plan (15 pts)

      Proposers must indicate if the company is a SBE, MBE, WBE, combination; and describe how the company plans to utilize the various business enterprise programs in the company’s fulfilment of the contract.

    Q (Selection Process (RFQ Doc - Page 5)): Will negotiations be conducted with a single top-ranked firm or multiple shortlisted firms? If multiple, how many? How many firm(s) will be awarded the contract?

    A: The City intends to award to at least 3 firms. Negotiations will be conducted with all firms.


    Q (Project Types, Scope Distribution, and Budget): Could you provide additional insight into the anticipated types and sizes of projects under this contract? Specifically: Who is/are the incumbents? What was the amount expended during the last contract term? Are there funds earmarked for this contract and what is the budgeted amount? What is the expected balance between environmental services and geotechnical/materials testing work? Are there typical or anticipated project budgets or program sizes that firms should be aware of when preparing their submittals?

    A: 1. Tierra Inc, GHD Services Inc, Driggers Engineering Services, AREHNA Engineering Inc, TERRACON CONSULTANTS INC. 2. Approximately $400,000 was spent during the last contract term. 3. No 4. There is no pre-defined balance; the majority of work will be related to inspection & materials testing, based on needs as they arise. 5. Inspection will be requested for either supplementing exiting City staff or dedicated inspection on City projects.


    Q (Piggybacking Agencies (RFQ Document-Vendor Questions Section 3.1.16)): Can you clarify which agencies or entities may be eligible to utilize this contract through piggybacking? Are there any known agencies currently anticipated to participate?

    A: Piggybacking is up to each agency or entities discretion. There are no known agencies currently anticipated to participate.


    Q (Term of Agreement (Draft Multi Year Agreement – Section 2.0)): Will escalation / adjustment of rates be allowed annually during renewal?

    A: The price for each Tark Order will be negotiated per Task Order.


    Q (PM Certification Requirements (SOQ – Section D)): Do key personnel in the org. chart have to include LEED or ENVISION Lead in addition to the PM?

    A: No, just the Project Manager.


    Q (Licensing Requirements (SOQ – Section F.9)): Could you confirm the licensing requirements for both the prime consultant and subconsultants? Specifically: Is a local or state business license required at the time of submittal? Are individual Professional Engineer (PE) licenses required for key personnel, and if so, must they be registered in the State of Florida?

    A: Yes, include any related licenses within the state of FL for any scopes you wish to perform.
