This addendum forms part of the bid documents and modifies the original specifications issued for the Request for Proposals for the Golf Course Management & Operations Services for Los Lagos Golf Course & Ebony Hills.
Respondents shall provide a brief description of their approach to managing and operating the golf course facilities in a professional, efficient, and financially sustainable manner. The response should outline day-to-day operations, course maintenance standards, staffing, customer service, financial management, and marketing or player development strategies.
The Management & Operations Plan shall provide a clear and comprehensive overview of how the Respondent will manage the day-to-day operations of the facility in a safe, efficient, and financially responsible manner. The plan should address organizational structure, staffing, operating procedures, maintenance practices, customer service standards, scheduling, safety and risk management, financial oversight, and coordination with the City. Respondents should demonstrate a structured and proactive approach that ensures high-quality operations, regulatory compliance, asset preservation, and long-term operational sustainability.
espondents shall provide a concise financial proposal and operating pro-forma outlining projected revenues, operating expenses, and net results for the facility over the proposed term. The submission should identify key assumptions, revenue sources, staffing and maintenance costs, capital needs, and any proposed revenue return to the City. The City seeks a realistic, transparent, and financially sustainable projection that demonstrates the Respondent’s ability to successfully operate and maintain the facility.
Respondents shall provide a brief description of their proposed plan for maintaining the golf course in high-quality playing condition. The plan should outline routine and preventive maintenance practices, turf management standards, equipment usage, staffing, irrigation management, and seasonal care strategies. Respondents should demonstrate a proactive approach to preserving course conditions, ensuring player satisfaction, maintaining safety, and protecting the long-term value of the facility.
Respondents shall provide a brief description of their strategy to promote the facility and generate sustainable revenue. The response should outline planned marketing initiatives, branding efforts, community outreach, tournaments and event programming, partnerships, membership growth, and customer retention strategies. Respondents should also identify key revenue streams and demonstrate a proactive approach to increasing participation, maximizing facility utilization, and enhancing overall financial performance.
Respondents shall provide a brief description of their approach to transitioning into full operation of the facility. The plan should outline key start-up activities, coordination with the City, staffing and training, transfer of staff, equipment, and records, operational readiness, and communication with customers and stakeholders. Respondents should demonstrate an organized and efficient process that ensures a smooth, timely, and uninterrupted transition of services.
Respondents shall provide a brief summary of their past performance and professional references related to similar projects or facility operations. The response should include examples of comparable engagements, scope of services provided, outcomes achieved, and contact information for references. The City seeks evidence of reliable performance, quality service delivery, and a demonstrated track record of successfully managing similar operations.

SB 13 ENERGY COMPANY BOYCOTTS
The 87th Texas Legislature approved new legislation, effective Sept. 1, 2021, which amends Texas Local Government Code 2274.001. Subtitle F, Title 10, Chapter 809 which states that a governmental entity may not enter into a contract with a company for goods or services unless the contract contains a written verification from the company that it:
1) does not boycott energy companies and will not boycott energy companies during the term of the Contract. If Respondent does not make that verification, Respondent must so indicate in its Response and state why the certification is not required, or
2) the verification required by Section 2274.002 of the Texas Government Code does not apply to the contract. If circumstances relevant to this provision change during the course of the contract, Respondent shall promptly notify Agency.

The 87th Texas Legislature approved new legislation, effective Sept. 1, 2021, which amends Texas Local Government Code Section 1. Subtitle F, Title 10 of the Texas Government Code 2274.002, Respondent verifies that it:
1) does not have a practice, policy, guidance, or directive that discriminates against a firearm entity or firearm trade association and

Effective January 1, 2006, Chapter 176 of the Texas Local Government Code requires that any vendor or person considering doing business with a local government entity disclose in the Questionnaire Form CIQ, the vendor or person’s affiliation or business relationship that might cause a conflict of interest with a local government entity. Q (Golf Course Management RFP): Hello, 1. Are the golf carts and maintenance equipment owned by the City? If so, will the successful bidder be able to use them? 2. Will the successful bidder have the option to interview/retain City employees or will they be moved elsewhere within the City?
A: 1. All maintenance equipment is owned by the City. The golf carts are currently under a lease agreement held by the City. The successful bidder will have the option to assume the existing lease or work with the City on the lease as part of the negotiation process. 2. The successful bidder will have the option to interview and retain current City employees; however, the City strongly encourages the retention of existing staff whenever possible. Employees who are not retained will be permitted to apply for available positions throughout the City.

A: Currently we have budgeted 24 Employees at Los Lagos and 7 at Ebony Hills.

A: All equipment will be transferred as part of this agreement. At this time, the City does not have a replacement or rotation plan for the equipment. A complete inventory list will be provided upon selection of the successful proposer.

A: At this time, the City does not have a Capital Replacement Plan. The proposer’s approach to equipment management and the implementation of a Capital Replacement Plan will be evaluated as part of the RFP.

A: At this time, we recently updated 19 bunkers and the golf carts are almost in the 3rd year of their lease. The proposer's approach on capital improvement plan will be evaluated as part of the RFP.

A: Torro Irrigation System - 21 years old , the pump station Pump mechanical technical services - 4 Years Old.

A: Preferred retention as described in the RFP.
