The City of Kingman, Arizona ("City) is soliciting proposals from qualified firms for golf marketing consultant to provide the following services, as the City considers operational and financial strategies to increase rounds and exposure as well as determining the effectiveness of the marketing management company for its golf facility: 1. Review past marketing performance measures and evaluate future viability and profitability of the golf facility. 2. Conduct a comprehensive evaluation of the golf facilities marketing plan and develop recommendations for operational strategies, financial opportunities and whether the golf facility is maximizing marketing strategies and financial opportunities. 3. Provide an overview of current national, regional and local golf trends. Provide an in-depth analysis on the local market identifying the golf facilities strengths, weaknesses, opportunities and threats, and provide recommended changes to enhance its marketing strategies. 4. Recommend and provide strategies and objectives for the golf facility that have achieved proven success at other similar municipal golf course facilities. 5. Provide an overview of the Food and Beverage operations and opportunities to increase revenues, profit, and customer satisfaction through marketing strategies. 6. Provide a listing of marketing avenues necessary to maintain or increase rounds and exposure as well as identify new marketing strategies that may enhance revenue. 7. Establish a process to obtain customer feedback. 8. Provide a thorough written report to the City of Kingman on the completed analysis. The City has developed the following information in an effort to identify the Golf marketing consultant’s responsibilities. with a contract term of one (1) year. Proposals are due by 4:00 pm, Arizona time, on Tuesday, May 5, 2026. The City may reject any proposal not in compliance with all of the prescribed solicitation procedures and requirements contained herein. The City also reserves the right to reject any proposal when cancellation is in the best interest of the City.
Qualified firms must have the ability to The City is seeking consulting services in order to evaluate the current financial and operational marketing practices at the Cerbat Cliffs golf facility as compared to the golf industry’s best management practices in operating an “open to the public” municipal golf course. The consultant will work with the community government, the Golf Leadership Team, and the City to provide the basic facts and data necessary to generate a report that addresses future marketing investment recommendations, reviews current operational data with specific recommendations for marketing changes to meet industry best practices for municipal golf courses, enhance the service level and that assesses the effectiveness of the future marketing programs.

The City of Kingman operates under a Council-Manager form of government, led by an elected seven-member Council. The Council consists of the Mayor, Vice Mayor, and five Councilors. The Council meets on the 1st and 3rd Tuesdays of each month. The City Council holds the authority to award contracts for formal purchases of $50,000 or greater. Upon evidence that collusion exists among Proposers, none of the Proposals of participants in such collusion will be considered. All involved Proposals shall be rejected. Proposals in which prices are unbalanced may be rejected. The Proposer will be required to complete, notarize and submit a "No-Collusion Affidavit" upon request by the City.

Q (Management): Is the City potentially interested in third party management in the future, and if so, would performing the consulting agreement preclude a firm from future consideration for management services?
A: A third-party golf course management company is not the main focus of this Golf Course Marketing Plan RFP. If in the information gathered, it is determined that type of operation is the best for our golf course, we would do another Request for Proposals (RFP) for a third-party golf course management company. Performing the Golf Course Marketing Plan would not preclude a firm from future consideration for management services.
Q (Contract): It appears that the City will negotiate and sign a contract created and provided by the selected consulting firm. Is that accurate, or will the City ask the consultant to sign an agreement prepared by the City? (Other than the Proposer Signature Page or Guarantees and Warranties mentioned in Sect 9.2 and 9.3 respectively)
A: Yes, the City will negotiate and sign a contract created and provided by the selected consulting firm, with the Cities Legal department, first reviewing and editing the contract. Once both parties are in agreement the document would be signed.
Q (Tee sheet reports): Will tee sheet utilization and POS system reports be available in exportable format or with possible login access?
A: Requested reports will be provided in a timely manner but direct access will not be allowable.
Q (Level of detail): What level of detail is expected in the 10-year pro forma and marketing plan recommendations (high-level strategic forecast or annual departmental operating model)?
A: Focus will be on an annual operating model plan that Golf Leadership can follow.
Q (Clarification on final report): Can you please clarify whether the August 15 final deliverable date is fixed, or if there is flexibility in the project schedule? Based on the June 2 contract award date, the current timeline appears compressed given the number of evaluation areas and the depth of recommendations requested. Understanding whether interim milestones or an adjusted final submission date is possible would help us better align the proposed scope, staffing, and work plan.
A: Our dates are firm with plans to present to Council in early June for contract award.

Five is listed under the Proposal format and requirements, but under the Proposal Format G. References and the required reference upload, three is requested (“a minimum of three (3) must be provided”). Should we supply three on the reference form to be uploaded and then five within the full proposal?

A: The City’s target budget range for this assignment is $65,000.
Q (POS System): Could the City confirm how long they have been working with Golf Now and which POS system they are using?
A: Golf365Pro is our current software platform and has been utilized since 2019 with data gathering focused on post-COVID information.
Q (Website): In reviewing the Cities website, we see the availability of retrieving detailed revenues and expenses. For how many years of history would this level of detail be available for?
A: The City utilized a third party to manage the pro shop and grill prior to January 2019. Detailed revenue and expenditures at the pro shop and grill prior to that date aren’t fully available. The City is able to produce detailed revenue and expenses for all aspects of the golf course’s operations from January 2019 to the current date.
Q (In-person meetings): How many in-person presentations or meetings with City leadership are anticipated during the project?
A: Three to five, including a final in person presentation; to Golf Leadership addressing all the findings followed by a Q & A session.
Q (Marketing Plan): The RFP refers to this effort as both a 10-year Golf Marketing Plan and, in portions of the scope, a broader Master Plan. Can the City clarify the primary outcome it wants this assignment to produce? For example, is the intent a marketing-focused strategy, an operational business plan, or a broader facility roadmap that also addresses assets and long-term investment priorities?
A: The City is interested in all the scopes listed but the primary focus will be a 10-year Marketing-Focused strategy. This RFP is for a golf marketing plan, we aren’t focusing on a master plan quite yet.
Q (Financial Analysis): Can the City confirm the data that will be available to the selected consultant and the level of financial analysis expected in support of the recommendations, including whether the City is seeking high-level planning assumptions or a more detailed pro forma, cash flow, and cost-benefit analysis?
A: The City is able to produce detailed general ledger activity reports in addition to revenue and expense reports. The golf course’s POS system also has fairly comprehensive reporting functionality.
