    The Wyoming State Engineer’s Office (SEO) will accept Statement of Qualifications (SOQ) submissions in accordance with the Wyoming Professional Architectural, Engineering and Land Surveying Services Procurement Act, Wyoming Statutes § 9-23-101-107, through AUGUST 20, 2026 at 1:00 P.M. (MDT) in an effort to identify consultants that can perform the “Groundwater study to assess corrective controls within groundwater control areas” described in Wyoming Statute § 41-3-939 in Laramie County, Wyoming. REQUIRED SUBMITTALS AND SUPPLEMENTAL INFORMATION: Prospective consultants and sub-consultants wishing to be considered for any of the listed projects shall submit Statements of Qualification (SOQ) – 254 forms, Statements of Interest (SOI) – 255 forms, and Wyoming Resident Firm Certification form to the State Engineer’s Office via email as set forth in the solicitation document. Follow the instructions set forth in the RFQ for submittal of an SOQ and submittal process for questions.
