Each Bidder must sign in at the Site Meeting to verify attendance.SITE PLANS Plans will be made available to bidders at https://pennbid.bonfirehub.com/ and also the pre-bid meeting.INSURANCE The chosen contractor will provide a Certificate of Insurance showing a minimum of $2 million in general liability, $1 million in automobile liability, and workman’s compensation insurance. CCCD, HRG, Molly and Dakota Brown to be named as additional insured.BONDING A 5% bid bond is required. The contractor awarded the bid will be required to post a performance and materials payment bond.FUNDING This project is funded by the Pennsylvania Department of Environmental Protection (PADEP) and the State Conservation Commission (SCC) and is subject to Prevailing Wage requirements.PROJECT TIMELINE Work must begin by 5/30/2026 Substantial completion of the project by 11/6/2026 Final completion by 11/25/2026.Location The project site is located in Gulich Township Clearfield County. Access to the site will be from the landowner’s private drive at 1145 Viola Pike, Smithmill, PA 16066.Geographic coordinates of project location: 40.75532, -78.41242Project Management The property affected by the project is owned by Molly and Dakota Brown. The project owner is Clearfield County Conservation District (CCCD) who funded the project with grants from the Pennsylvania Department of Environmental Protection and State Conservation Commission . All funding is in place. The selected Contractor will enter into a contract with CCCD. HRG is the CCCD’s consultant for the project and is responsible for managing construction activities, project coordination, and approval of invoices for payment.Points of Clarification and Corrections Any questions or comments must be submitted by 5/1/2026 at noon to the Clearfield County Conservation District. Phone inquiries will not be accepted.Bonding A 5% bid bond is required. A certified check is acceptable. The chosen Contractor will provide the CCCD with a Performance and Materials Payment Bond. The Contractor is responsible for securing all road bonds necessary to complete the project.Evaluation of Bids and Award of Contract Bids will be evaluated based on bid price, qualifications and experience, attendance at the pre-bid meeting, and bid completeness. A complete bid includes: a complete detailed bid form, statement of qualifications, 5% bid bond, and rate sheet. The CCCD reserves the right to reject any or all bids including nonconforming, nonresponsive, unbalanced, incomplete, or conditional bids. CCCD will make the project award to the Contractor deemed lowest responsible bidder based on the evaluation criteria above.Bidder Qualifications: Attach a one-page description of prior experience on at least three similar projects in Pennsylvania. At least one project should include installation of agricultural Best Management Practices (BMPs) that meet USDA-NRCS PA Tech Guide Standards and Specifications. Include project name, client name and contact information, project location, date of completion and description.Project Schedule The Project may be started as soon as contracts are signed. Work must begin by 5/30/2026. Substantial completion is 11/6/2026. Date of final completion is 11/25/2026.Prevailing Wage This project is funded by PADEP and SCC and is subject to Prevailing Wage regulations. The project is registered with the Department of Labor and Industry. A Wage Determination Schedule is included in the Bid Documents and Construction Contract. The chosen Contractor will submit Weekly Wage reports to CCCD that document compliance with Prevailing Wage rules. The CCCD will not award a contract to a Bidder that has been debarred by the PA Dept. of Labor and Industry for noncompliance with the PA Prevailing Wage Act.
