    Escambia County is seeking highly skilled, independent heavy equipment technician(s) to deliver ongoing, as needed maintenance, troubleshooting, repairs, and fabrications services for its heavy equipment fleet at the Perdido Landfill (Cantonment, FL) and Palafox Transfer Station (Pensacola, FL). The fleet primarily consists of Caterpillar machinery, including dozers, compactors, loaders, articulated dump trucks, and excavators. In addition to, the county maintains Western Star and International trucks, MAC walking floor trailers, and a small fleet of passenger vehicles.

    Evaluation Criteria

    • Technical Approach and Understanding (30 pts)

      Demonstrated understanding of the scope, including on-site/resident mechanic services for Caterpillar, John Deere, Western Star, International, MAC trailers, and passenger vehicles. Includes proposed methodology for troubleshooting, repairs, preventive maintenance, fabrication, rapid response to minimize downtime, use of CAT ET/SIS, and coordination with County staff.

    • Experience (30 pts)

      Relevant experience of the firm and proposed technician in equipment maintenance/repair mobile/on-site service, fabrication, and similar landfill/transfer station or waste management environments. Include proof of access to required tools/truck/CAT software.

    • Pricing (10 pts)

      Proposed all-inclusive hourly rates, including the tiered structure: regular rate (up to 50 hours per week) and rate over 50 hours per week (covering labor, truck, tools, fabrication, expertise, travel if applicable). Evaluated for reasonableness, competitiveness, and overall value.

    • Continuity of Personnel/Dedicated Technician (30 pts)

      Proposals will be evaluated on the commitment to providing one primary, dedicated technician (the same individual ) for the duration of the contract. This includes:

      Confirmation that the proposed tech will be assigned exclusively or primarily to Escambia County's Perdido Landfill and Palafox Transfer Station needs (no routine rotation/substitution except for documented emergencies, illness, or County approval).

      The tech's background, experience with CAT ET/SIS, heavy equipment, fabrication, and mobile/on-site service.

    Submission Requirements
