The Project is intended to rehabilitate or replace the Pipeline to maintain system reliability, meet current American Water Works Association (AWWA) standards, and ensure adequate delivery capacity. ELCO was formed in 1962 to provide drinking water to rural homes and businesses north and east of Fort Collins, Colorado.
