BID NO. 26-A-001 ARDOT Project No. 061781 ADVERTISEMENT FOR BIDS Sealed bids for Southwest Trail: Hilaro Springs Rd. – Baseline Rd. (S), Bid No. 26-A-001, to be constructed for Pulaski County will be received at the office of the Pulaski County Purchasing Office, 201 S. Broadway, 4th Floor, Suite 440, Little Rock, Arkansas 72201, until 10:00 AM on Tuesday July 7, 2026, at which time the bids shall be publicly opened and read aloud. An Optional Pre-Bid Conference will be held on Wednesday, June 24 at 2:00 PM at the Pulaski County Purchasing Office, 201 S. Broadway, 4th Floor, Suite 440, Little Rock, Arkansas 72201. Each bidder shall be limited to three personnel per organization. The Project consists of construction of approximately 6,000-feet of bike trail from Hilaro Springs Road to Baseline Road. The project will consist of construction of 10-foot wide concrete bike trail, a 182-foot prefabricated steel truss pedestrian bridge, multiple pipe crossings, marked roadway crossings, striping, safety railing, and miscellaneous related items. Bids will be received for a single prime contract. Bids shall be on a unit price basis. The information for bidders, Form of Bid, Form of Contract, Plans, Specification, and Forms of Bid Bond, Performance and Payment Bond and other contract documents can be examined at the following location: Southern Reprographics, 801 West 7th Street, Little Rock, AR 72207 Phone: 501-372-4011, Fax: 501-372.2902 Copies of the contract documents may be obtained from the Southern Reprographics, at the above address, for the cost of printing. Bidders are required to complete Document 00 45 13, Qualification Statement. Bids shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to Pulaski County. The successful bidder must furnish a payment and performance bond upon contract award, provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner. Bids must remain in effect for 60 days after the bid opening date. Within 60 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project. Pulaski County hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Act of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply. A State of Arkansas Contractor’s License is not required to bid on the project; however, no contractor shall submit a bid prior to submitting an initial application (which does not require a full audit) for licensure, and no construction contract shall be executed until the successful bidder has furnished an appropriate license issued by the State of Arkansas Contractor’s Licensing Board. BIDDERS ARE ADVISED that BUILD AMERICA BUY AMERICA (BABA) PROVISIONS apply to this contract. The Office of Management of Budget (OMB) and Made in America Office (MIAO) have released guidance on implementation of BABA. These releases include 2 CFR 184, M-24-02, M-24-11, 2 CFR 200. Pulaski County reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of Pulaski County, and to reject nonconforming, nonresponsive, or conditional bids.
