    Description

    The Historic Preservation Master Plan (HPMP) was adopted by the City of Prescott's City Council in 1998 and encompassed twelve local historic preservation districts and eight national historic preservation districts. The HPMP has been a guide and outline for the identification, protection and management of historic resources within the City of Prescott. It has served as a basic operational tool to assist the city, the Prescott Preservation Commission (PPC) and the community in understanding and applying preservation principles to our historic areas. The HPMP provides a descriptive overview of preservation in general and the resources of Prescott in particular and outlines the philosophical goals and recommendations for preservation and development.

    Essential to the plan is an analysis of each existing National and Local Preservation District, defining the essential character of each district and recommending design guidelines to follow to retain architectural integrity. Another essential element of the plan is the identification of areas within Prescott that may be by candidates for National or Local Preservation District status, and a plan and prioritization for the documentation of these resources.

    Since the 1998 adoption, the City has established one new local district and five new national districts. The HPMP was never updated to incorporate these new districts, nor have any existing district design review guidelines been updated to suit the needs of the district as it stands now. 

    The City of Prescott is seeking proposals from qualified firms with experience in historic preservation plans and policy, planning, and community engagement to assess and comprehensively update the HPMP. The selected consultant will be responsible for ensuring the city’s preservation policies align with existing community standards and further support the mission of Community Development, which is "to provide outstanding development services to support a safe a vibrant future while preserving Prescott's historic past".

      A key element to successful partnerships is the availability and accessibility of selected firms to City staff and local citizens. Firms must demonstrate that the necessary personnel are available within a reasonable time to attend meetings, conduct field investigations and complete other project specific tasks as may be required.

      • Description of how the firm would approach, manage, and complete required components of the project. Identify and include a detailed discussion of specific areas that will require special attention and/or innovative approaches.
      • Identify the location of the firm’s principal office and local office (if applicable)
    • Value Added Knowledge and Experience (30 pts)

      The firms hired by the City must be familiar with local community needs, standards, historical challenges, local codes, and site conditions.

      • Explain why your firm is particularly qualified to perform the required services in the Prescott area. Demonstrate the firm’s knowledge of local architecture, historic preservation practices, rules, regulations, and procedures.
      • List of projects currently under contract with other government agencies, and non-governmental entities

    • Overall Evaluation (10 pts)

      This is to be determined by the Review Committee. No submittal response is required. Information obtained from the SOQ and from any other relevant source, in addition to past experience with the City, may be used in the evaluation and scoring process for this item.
