    The City of Norfolk seeks a lighting designer/contractor to design, fabricate, install, maintain, and remove a cohesive holiday light experience within Town Point Park. The installation shall create an immersive, family-friendly holiday environment and build upon the established lighting enhancements created and installed in 2025.

    Evaluation Criteria

    • Qualifications (20 pts)
      • Provide three (3) references of similar projects completed by the Offeror. Include project name, contact information, address, date of completion, completed cost, and a narrative highlighting the similarities of the project to this project.
      • Provide a list of key personnel assigned to this project. Provide a short description of each person’s role, the number of similar projects they have worked on in their current role, and any appliable certifications.
      • Demonstrate experience installing and maintaining large-scale outdoor lighting installations.
      • If Offeror intends to subcontract any part of the work, indicate services to be subcontracted and subcontractors’ areas of expertise, as well as a description of how they will be used in performance of the services. 
    • Design and Approach (50 pts)
      • Submit preliminary design for additional lighting elements, specifically indicating locations of any lighting features and equipment.
      • Describe how the Offeror intends to install and maintain the system to ensure failure-free operation.
      • Provide detailed proposed equipment and lighting element list for the expansion.
      • Provide specifications of the proposed equipment and lighting elements, to include details on how they will withstand weather conditions.
      • Provide a detailed tentative schedule for fabrication of additional lighting elements.
    • Pricing (30 pts)

      The City’s budget for the 2026/2027 holiday season is $180,000. All price proposals must total $180,000 and include a breakdown of:

      • Lump sum price for installation, maintenance and de-installation of the entire lighting experience (lighting elements designed as a result of this RFP and existing 2025 lighting elements). This lump sum price shall be valid for 5 years.
      • For the remaining sum, a detailed itemized pricing for all proposed enhancements to the 2025 lighting experience.
      • A list of fully loaded hourly rates for future years’ enhancements.
