    Description of goods to services to be bid: Summary of Revisions October 25, 2024: Summary of Revisions: 1. Expanded the PON to allow for contractor enrollment into the Appliance Upgrade Program 2. Includes new Contractor Application and Participation Agreement 3. Updated Program Manual Version 2.0 now includes rules and requirements for contractor participation and recent program updates 4. Updated Retailer Participation Agreement removing retailer warranty requirement The U.S. Department of Energy (DOE) has introduced the Home Electrification and Appliance Rebates (HEAR) program using funding from the Inflation Reduction Act (IRA). The IRA established population-based formula grant funding to be provided to State Energy Offices to develop and implement programs under administrative rules established by DOE. NYSERDA is currently seeking approval from the DOE to administer the Appliance Upgrade Program (Program) under HEAR; the Program will provide appliance incentives as well as incentives for electrical wiring and service panel upgrades necessary for Program appliance installations to income-eligible owners and renters (Customers) of single- and multi-family residential buildings. Subject to approval of the Program by the DOE, NYSERDA intends to launch in October 2024 and offer appliance rebates for Customers below 150% AMI (State's Area Median Income). Through this PON, NYSERDA seeks to enroll eligible retailers to offer Program appliance rebates for ENERGY STAR® certified induction cooktops/ranges/stoves/ovens, heat pump clothes dryers (including all-in-one washer-dryers with a heat pump dryer). The October 2024 launch will only include incentives for ENERGY STAR® certified heat pump dryers (and all-in-one washer-dryers with a heat pump dryer) and electrical wiring and panel upgrades. NYSERDA intends to offer future incentives for ENERGY STAR® certified induction cooktops/stoves/ranges/ovens. Interested contractors may apply for enrollment as a Participating Contractor through a future revision of this open solicitation. NYSERDA reserves the right to make changes to the incentive offering, including but not limited to amount, timing, recipient, structure, incentive caps and total budget available. Any changes to the incentive offerings will be done via a modification to the Program Manual with notice provided to Program Participants. NYSERDA will make reasonable efforts not to decrease incentive levels The Program, including the final terms and conditions, are contingent upon the DOE’s final approval of the Program. If changes are made to this solicitation notification will be posted on NYSERDA’s website at: www.nyserda.ny.gov/funding-opportunities Eligibility/Qualifications Requirements/Preferences: Retailers with brick-and-mortar locations (as well as those with online platforms) that sell ENERGY STAR® certified heat pump dryers (including all-in-one washer-dryers with a heat pump dryer), induction cooktops/ranges/stoves/ovens to New York State customers.
