North Country Rural Development Coalition is soliciting proposals for an emergency accessible manufactured home replacement project located in Bloomingdale, New York. The project includes a new two-bedroom, double-wide, ENERGY STAR®-certified, fully electric, wheelchair-accessible manufactured home for a disabled resident. Required improvements include an accessible kitchen and bathroom, front and rear permanent metal ramps, a paved driveway and accessible parking area, a frost-protected permanent foundation, a new septic system, utility connections, a whole-house standby generator, demolition and disposal of the existing home, grading, restoration, inspections, and project closeout. Proposals may be submitted under either of the following options: Option 1 — Complete Turnkey Proposal: One general contractor or project team provides and coordinates the complete manufactured-home replacement project. Option 2 — Separate Proposals: Separate proposals may be submitted for the manufactured-home supply, delivery, and installation package or for the demolition, site, foundation, septic, utility, paving, ramp, generator, and restoration package. This is an emergency procurement with a three-week bid period. Proposals are due by 9:00 p.m. Eastern Time on Wednesday, August 5th, 2026.
