Horsham Township, Montgomery County - 2026 Contracted Milling for In-House Paving Project

Horsham Township will receive sealed bids online for 2026 Contracted Milling for In House Paving. Sealed bids may be submitted and updated online via the PennBid-Bonfire™ website until May 1st, 2026, prevailing time on 10:30am at which time the bids shall be publicly opened and read aloud at the Township offices at 1025 Horsham Road, Horsham, PA 19044.The Work to be completed under this contract includes the 1.5” mill (~26,500 square yards) of roadway surfaces at specified locations in Horsham Township. The quantities and road list are provided in the bid documents. All material, labor, and equipment necessary shall be in accordance with PennDOT Publication 408 and Township Standards.The work shall begin no earlier than June 22rd, 2026 unless otherwise approved by the Township and shall be substantially completed by August 28th 2026.All Bid Documents and solicitation details are available at no cost at Pennbid-Bonfire. A nominal fee of 0.33% of the bid amount (from $150 up to $6,000) is assessed only to bidders awarded contracts.Each bid shall be submitted in accordance with the Instructions to Bidders and must be accompanied by a Bid Bond for not less than ten percent (10%) of the Bid amount payable to Horsham Township along with an Agreement of Surety certifying that the required Performance and Payment Bonds will be provided to the Bidder.This project is subject to applicable provisions of Act 89, Transportation (74 PA.C.S.) and Vehicle Code (75 PA.C.S.) Omnibus Amendments and applicable provisions of Act 422, Pennsylvania Prevailing Wage Act, as amended, and the prevailing minimum wage rates issued by the Pennsylvania Department of Labor and Industry for work valued at over $100,000.All bids shall remain subject to acceptance for 60 days after the Bid Opening or for such period of time that Bidder may agree to in writing upon request. Bids may be withdrawn within two (2) business days after the opening of Bids only by the withdrawing Bidder's strict compliance with 73 P.S. §1602 and any subsequent amendments.Horsham Township reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, and to waive any informality in the bids.The project will be managed by Horsham Township.By order of the Owner: William Walker, Township Manager Dated: 4/13/2026
