    Description

    The State of Texas, by and through THC, seeks competitiveProposals to establish a Contract(s) for roof replacement in accordance withthe specifications contained in this RFP. In particular, the goods and servicesrequested herein and to be provided under any Contract(s) awarded as a resultof this RFP pertain to the following location:  French Legation State Historic Site, 802 San MarcosStreet, Austin, TX 78702Site contact: Mary Margaret Kennedy, (737) 226-1324, mary.kennedy@thc.texas.gov In accordance with the provisions of Texas GovernmentCode, Construction Services, and Rules and Procedures, THC seeks a contractorexperienced with roof replacement and all necessary safety requirements.The French Legation StateHistoric Site has one of the oldest surviving documented buildings in Austin,Texas. The site is located at 802 San Marcos Street on the city’s East Side,and currently encompasses two acres of landscaped propertysurrounded by a stone wall and small parking lot. It consists of the historicLegation building constructed in 1841, a reconstructed Kitchen and Privy fromthe mid 1960’s, and a Carriage House/Visitor Centerbuilt in 1974. The site’s long history started in the Republic of Texas Erawith the French chargé d’affairs Alphonse Dubois de Saligney and extendsthrough the 19th and early 20th centuries with the Robertsonfamily playing a role in the growth of Austin and particularly the East Side’sneighborhoods. The site was sold to the State of Texas in 1948 after the deathof the last Robertson tenant and the Daughters of the Republic of Texas weregiven custodianship of the property. The organization has stewarded theproperty and run it as a museum from 1956 until it was transferred from TheFacilities Commission to the Texas Historical Commission by an act of theLegislature in 2017.The Project includes theremoval and disposal of the existing wood roof shingles and the replacementwith new wood roof shingles on the historic house, kitchen, and privy. Windowsillsof the dormer windows and at dormers at the historic house torepaired/replaced. Associated sheet metal flashing will also be replaced withnew material. Additional information regarding project scope and details arefurther defined in the provided project specifications and constructiondocuments. Refer to Exhibit XVII Construction Documents for specificproject requirements.Mandatory pre-proposal conferences will be held for thisRFP. Respondents must attend one of the two scheduled pre-proposal conferencesto be held on June 10th and June 11th from 10 am to 12 pm at the FrenchLegation Visitor Center, 802 San Marcos Street, Austin, TX 78702. Thepre-proposal conference also will include a walkthrough of the site. The FrenchLegation State Historic Site is located at, 802 San Marcos Street, Austin, TX78702. Acompleted and signed Exhibit X, Pre-Proposal Conference Form, must be includedin Respondent’s Proposal. Proposal will be rejected if a Respondent does notattend a pre-proposal conference and does not include a signed Pre-ProposalConference Form as proof of the Respondent’s pre-proposal conference attendance.Proposals exceeding $25,000must be accompanied by a Proposal security in the form of an original bid bond,certified check, or cashier’s check payable to the order of the TexasHistorical Commission for not less than five percent (5%) of the total amountof the Proposal (including total of all alternate proposal items). Therefore, to ensureadequate proposal security, Respondents should calculate proposal securitybased on the highest possible monetary award. Personal checks, company checks,and cash are not acceptable as proposal security. Proposals will be rejected if proposal securityis not furnished in the form specified and by the time set for receipt of Proposals.A HUB Subcontracting Plan is required to be filled out and submitted with your RFP.THC Contact Information.
