This RFP seeks qualified firms to help the City of Norfolk (the “City”) manage its Department of Housing and Urban Development (HUD) entitlement grants. The selected vendor will provide technical assistance, prepare required documentation, ensure accurate and timely program reporting, and support general grant management. Services will be delivered on an as-needed basis for both technical assistance and required reporting.
The City receives approximately $6,000,000 annually in U.S. Department of Housing and Urban Development Entitlement Grants, specifically: Community Development Block Grants, (CDBG)HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG).
The City requires professional consultant services to provide technical assistance and subject matter expertise to help it manage these federal funds. The Contractor will ensure that program implementation strictly complies with Norfolk’s HUD-approved Consolidated Plan, federal regulations, and applicable executive orders.
The Offeror shall provide examples of a minimum of three (3) and a maximum of ten (10) past projects where the Offeror has completed similar services within the last five (5) years from the date of issuance of this RFP. Preference will be given to work performed for governmental or non-profit institutions. Limit the number of pages to two (2) pages per project.
At a minimum, Offeror shall provide the following information for each project: name of an individual that can provide information regarding the services provided by the Offeror; contact person’s email address, and phone number; dollar value of the engagement; and description of the services provided by the Offeror for the client.
Offeror shall provide a writing sample from three of the past projects, for a total of three writing samples. Each writing sample shall be an example of the similar services offered in that project. Offeror shall clearly identify if a writing sample was worked on by the project team members identified in subsection V below, and identify which of the project team members worked on that sample.
The Offeror shall provide resumes and dedicated role relevance statements for all proposed key personnel and subcontractor leads, including any individual responsible for project oversight or task management. Each resume and accompanying statement must strictly focus on similar projects executed by the proposed personnel. The Offeror must explicitly detail how each individual's prior experience on similar HUD entitlement projects directly qualifies them for their assigned position under this contract. Limit your response to 1 page per resume.
The Offeror shall detail its qualifications as a firm, its proposed technical approach, administrative infrastructure, and reporting capacity to perform the required services. This narrative must explicitly outline the specific methodologies, tools, and quality control measures the Offeror will deploy to ensure successful contract execution. If Offeror intends to subcontract any part of the work under the contract(s) resulting from this RFP, indicate services to be subcontracted and subcontractor(s) areas of expertise, as well as a description of how they will be used in performance of the services.
The Offeror shall submit a completed Attachment H (Pricing Proposal) establishing fully burdened hourly rates for all proposed labor categories. Hourly rates must be comprehensive and include all direct labor, overhead, indirect costs, profit, insurance, and administrative fees necessary to perform the services.
The Offeror shall provide a brief, one-sentence functional definition for each proposed/additional job title (e.g., Senior Planner, Grant Manager) to clarify the skill level associated with the rate.
The hours listed in Attachment H are hypothetical estimates provided solely for price evaluation purposes and do not represent a guaranteed minimum or maximum volume of work under the resulting contract.

Offerors must submit any regulatory audits, government investigations, pending litigations, or actual, potential, or perceived conflicts of interest involving the firm or its key personnel within the past five years. Failure to fully and accurately disclose these legal, financial, or ethical matters, or to submit a signed "Statement of No Disclosures" if none exist, will result in immediate disqualification from the RFP process or post-award contract termination.
