    Description

    The City of Phoenix invites sealed offers to provide housing services including property management and master leasing or housing based on site support services serving individuals or families experiencing or exiting homelessness .

    The Effective Date of this Agreement will be upon final signature and recording by the City Clerk’s department.

    The Commencement Date of this Agreement will be upon October 1, 2026 or the Effective Date, whichever is later.

    The term of this Agreement will be for 1 years, beginning on the Commencement Date, with 4- 1year options to extend, which may be exercised by the City in its sole discretion.

    Background

    The City of Phoenix seeks to obtain a list of qualified Offerors to provide housing services including property management, master leasing or housing based on site support services serving individuals or families experiencing or exiting homelessness. Qualified Offerors may be invited to contract with the City of Phoenix to quickly begin operations of a facility (or facilities) selected by the City to provide (at a minimum) property management or administer master leasing programs or provide on-site housing-based support services for identified properties.

    Housing Services for Property Management, Master Leasing or Housing Based Support Services contracts may be offered to qualified Offerors during the term of the qualified vendor list.

    Evaluation Criteria

    • Housing Services – Property Management, Master Leasing, and Housing-Based Supportive Services (100 pts)

       

      1. Have a minimum of five (5) years multifamily property management experience with a preference for affordable demonstrated or a minimum of five (5) years experience providing supportive services to persons experiencing homelessness.
      2. Ability to physically provide in-person services in Phoenix, Arizona as soon as October 1, 2026, including ability to confirm all necessary licensures.
      3. Staff members responsible for handling funds must submit evidence that they hold and maintain in good standing all required Arizona real estate licenses.
      1. Ability to screen applicants for compliance with Area Median Income (AMI) limits in accordance with United States Department of Housing and Urban Development (HUD) guidance, as directed by the City of Phoenix.
      2. Experience executing and enforcing leases and lease addendums approved by the City and keeping leases current. Responsible for retaining legal counsel for evictions.

      F. Experience collecting rents and charges owed by residents monthly pursuant to the terms of the lease, collecting delinquent rent, and exercising the remedies of the lease when non-payment occurs.
