    Description

    The City of Eastvale (City) is seeking Statements of Qualifications (SOQ) from interestedcontractors (Proposers) to provide comprehensive HVAC preventative maintenance, repair, andemergency response services at City-owned facilities, including City Hall, Altfillisch House("Citrus House"), Fire Station #27 and Fire Station #31. All services shall be performed inaccordance with the industry-recognized ANSI/ASHRAE/ACCA Standard 180-2012 StandardPractices for Inspection and Maintenance of Commercial Building HVAC Systems, and allapplicable Federal, State, and local regulations.The selected Contractor shall furnish all labor, equipment, transportation, materials, tools, andsupplies necessary to perform the work described herein on an as-needed, task-order basisbeginning on the contract effective date October 1, 2026 through June 30, 2029, contingentupon budget availability and actual City need for services. The City reserves the right to renewthe contract for up to two (2) additional one-year terms. All work performed under this contractshall be approved by the City's Project Manager and issued through a written Work Order priorto commencement.Prospective Proposers are advised that the City of Eastvale is in an active period of growth and capital development. The City is currently constructing a new Civic Center, which upon completion will be added to the portfolio of facilities serviced under this contract. Additionally, a new Public Works Yard will be constructed within the next two years as well. Accordingly, the scope of work under any resulting agreement is expected to expand over the contract term as new City-owned facilities come online. Proposers should demonstrate the organizational capacity, staffing depth, and operational infrastructure necessary to absorb significant additional service locations without disruption to existing facilities. This is a high-volume, high-responsibility contract and interested parties without the demonstrated resources to scale accordingly are encouraged to carefully evaluate their ability to meet the City's needs before submitting. The initial selection resulting from this RFQual will be based solely on demonstrated qualifications, relevant experience, certifications, staffing capacity, emergency response capability, and quality of references. Awardees of the subsequent IFB will be placed in an On-Call HVAC Service Pool (Service Pool). Awards resulting from the IFB to follow will be made to the lowest, responsive, responsible bidders and the City intends to award contracts to more than one Contractor. Contractors selected for the Service Pool will be notified in writing at time of award. Inclusion in the Pool does not guarantee the award of any specific work order. The City’s intention is to utilize the Service Pool for as-needed services according to its needs and contingent upon available budget. The City reserves the right to select less or more than five (5) Proposers to participate in the follow-on IFB solicitation process. Notes: MINIMUM QUALIFICATIONS1) The City requires Contractors to possess a valid HVAC (C-20) California Contractors License, and any other required licenses to provide the required scope of services, at the time quotes are submitted.2) Proposers must have a current active vendor registration with the Department of Industrial Relations (DIR) and be able to comply with prevailing wage requirements.3) Proposer must have been in business continuously for the most recent five (5) years prior to the date of this RFQual.4) Minimum five (5) most recent years of experience performing similar services as those detailed in the scope of services of this RFQual.5) Proposers must be able to provide minimum insurance requirements.
