The New York State Office of Children and Family Services (OCFS) Division of Juvenile Justice and Opportunities for Youth (DJJOY) operates and manages the state’s nine (9) residential facilities for juvenile delinquents, adolescent offenders, and juvenile offenders throughout the state. These services are mandatory to maintain the health and safety of at-risk youth in OCFS custody. OCFS has released this Invitation for Bids (IFB) to solicit competitive bids from local community dental providers to provide offsite general dentistry services for DJJOY facility-based youth for residential and secure facilities, as further detailed in IFB Section 2.0 Specifications. Bidders will have the opportunity to bid a percentage markup above or below the established New York State Medicaid rate. Please see Attachment 2 – Dental Medicaid Fee Schedule to view the Medicaid rates effective January 1, 2026. Should the State of New York issue a revised Dental Medicaid Fee Schedule in the future, the revised schedule will be used. OCFS intends to award up to three (3) contract(s) per facility from this procurement, based upon the needs of the facility. Dental services will be based on actual need – there is no guaranteed level of utilization or volume under these contracts. After contracts are developed and approved, assignments to fill OCFS vacant positions will occur in the following manner: 1. When a need arises at a facility for a dental staffing service position, OCFS will first attempt to secure services with a state item position. 2. If OCFS is unable to fill the state item, OCFS must then attempt to secure services from the most current OGS Statewide Administrative Services contract or subsequent replacement contract for similar services, provided that the contract meets OCFS’ form, function, and utility when considered in the circumstances of the specific fill. 3. If said OGS contract fails to provide needed staffing, cannot provide the needed services, or is deemed to not meet the agency’s form, function, or utility, the vendors awarded a OCFS contract for the specific facility in need, as a result of this IFB will be contacted to perform the needed dental work. 4. Dental care appointments for routine services will be made by the DJJOY facility as needs arise. OCFS will first attempt to make an appointment with the lowest-cost provider that was awarded to serve the facility in need of services. If the lowest-cost provider does not have the capacity to meet the appointment request, OCFS will proceed to contact the next ranked provider. 5. Dental care appointments for specialized services will also be made by the DJJOY facility as needs arise. OCFS will first attempt to make an appointment with the lowest cost provider that is able to perform those specialized services. If the lowest-cost provider does not have the ability or capacity to accommodate the specialized service, OCFS will proceed to contact the next ranked provider. Services under the contracts awarded will be requested on an as-needed basis only. OCFS makes no commitment to any minimum level of utilization, volume, or compensation beyond actual services rendered. Background There are nine (9) facilities where OCFS intends to make awards. Youth entering limited secure and non-secure OCFS residential facilities have been adjudicated delinquent by family court (not criminal court) and are placed with OCFS for rehabilitative programming. Secure residential centers provide the most controlled and restrictive residential programs operated by OCFS, providing intensive programming for youth requiring this type of environment. Most of the youth admitted to secure residential centers are sentenced as juvenile or youthful offenders by the adult courts. Non-Secure Facility Name and Address Brentwood Residential Center for Girls 1230 Commack Road, Dix Hills, NY 11746-8215 (Nassau County) The estimated number of dental visits from youth at this facility is approximately 11 per month. Limited-Secure Facility Name and Address Finger Lakes Residential Center for Boys 250 Auburn Road, Lansing, NY 14882 (Tompkins County) The estimated number of dental visits from youth at this facility is approximately 41 per month. Highland Residential Center for Boys 629 North Chodikee Lake Road, Highland, NY 12528 (Ulster County) The estimated number of dental visits from youth at this facility is approximately 54 per month. Taberg Residential Center for Girls 10011 Taberg-Florence Road, Taberg, NY 13471 (Oneida County) The estimated number of dental visits from youth at this facility is approximately 18 per month. Secure Facility Name and Address Brookwood Secure Center for Boys 419 Spookrock Road, Claverack, NY 12513 (Columbia County) The estimated number of dental visits from youth at this facility is approximately 66 per month. Goshen Secure Center for Boys 97 Cross Road, Goshen, NY 10924 (Orange County) The estimated number of dental visits from youth at this facility is approximately 44 per month. MacCormick Secure Center for Boys 300 South Road, Brooktondale, NY 14817 (Tompkins County) The estimated number of dental visits from youth at this facility is approximately 23 per month. OCFS is seeking bidders located in New York State that are within a specified maximum driving distance of the facility for which they are willing to provide services, to provide bids to perform various dental services that have an established Medicaid rate. Acceptable driving distances that dental service providers can be located away from the facilities listed above are as follows: • Goshen Secure Center for Boys – must be located within 50 miles • Brentwood Residential Center for Girls – must be located within 30 miles • All other facilities – must be located within 60 miles driving distance Please refer to the IFB document located on the "documents" tab for additional information and submission requirements.
