    This Invitation for Bid(“IFB”) solicits offers from qualified vendors (alternatively “Proposer”, “Offeror” and “Bidder”), of which one vendor will be selected to provide Chargemaster Management Solution for SUNY Downstate Health Sciences University, on behalf of its component hospital, University Hospital at Downstate (“UHD”). The selected vendor will manage and operate a Chargemaster Management Solution that includes an auditing solution, a regulatory reference solution, and a medication analytic solution. The auditing software analyzes an extract of the live Chargemaster (CDM) and details potential discrepancies while suggesting possible solutions. The auditing solution must be able to ensure that all services rendered are accurately captured and billed to reduce revenue leakage. The regulatory reference solution must support users with immediate access to comprehensive clinical, coding, financial, and regulatory reference data. The medication analytic solution assesses purchase, billing, and remittance data sets to provide visibility into margins, at the medication level, giving pharmacy leaders the insights needed to make informed business decisions on a multitude of pharmacy-related areas. The period of performance is for five years. Exhibit C: Cost Proposal Form/Price Page Exhibit H: Questions and Answers Form Any questions or clarifications needed must be listed on this form and submitted to Maria.Francois@downstate.edu by the deadline indicated in the “Key Events” section of the Summary Information Form (Page 1 of IFB). Any updates to the solicitation and answers to questions will be posted and released through the New York State Contract Reporter, and via email. It is the responsibility of all vendors to: Register with the New York State Contract Reporter and sign up to receive notifications about this solicitation; or Periodically check the New York State Contract Reporter for any updates or answers to questions pertaining to this solicitation. This procurement is subject to NYS Finance Law Section 139 j&k, also known as the Lobbying Law. Therefore, vendors are cautioned that the only permissible contacts for this procurement are the individuals listed below. Failure to comply with this requirement can range from no contract award to debarment from sales to any agency.
