    Evaluation Criteria

    • Overview

      The City of Winter Haven, FL is seeking qualified contractors to provide labor, materials, equipment, and supervision for:

      A. Purchase and construction of a 20’ x 35’ storage structure per attached specifications.
      B. Installation of a 45’ x 20’ concrete slab, including a 10-foot open drive to the building, per attached specifications.
      C. Installation of electrical service to the building, including two outlets and overhead lighting.

      This project will be awarded to the low bid who is the most responsive and responsible firm based on qualifications.

    • Scope of Services

      The selected contractor shall:

      A. Storage Structure - The metal building shall meet or exceed the following minimum requirements:

      • Furnish and construct a 20’ x 35’ structure per specifications.

      • Provide engineered drawings (if required).

      • Secure and pass all inspections.

      • Provide warranty documentation.

      B. Concrete Slab & Drive

      • Prepare subgrade.

      • Form and pour 45’ x 20’ slab per specifications.

      • Construct 10-foot-wide open drive to building.

      • Provide reinforcement per plans (rebar/wire mesh).

      • Ensure proper drainage and slope.

      C. Electrical

      • Coordinate utility connection.

      • Install service panel (if required).

      • Install two duplex outlets.

      • Install overhead lighting fixture(s).

      • Ensure all work meets NEC and local code.

      • Obtain permits and inspections.

    • Minimum Qualifications

      Contractors must:

      • Hold proper Florida contractor licensing (General Contractor or Building Contractor; Electrical Contractor for electrical portion or proper subcontractor).

      • Be properly insured with the proper limits (GL, WC, Auto).

      • Have completed at least three similar projects within the past five years.

      • Have no record of default or termination for cause within the last five years.

      • Be in good standing with the State of Florida.

    • Additional Information

      If the City and/or awarded Contractor identifies any additional services to be provided by Contractor that are not covered under the Agreement but are beneficial to the City, such additional services shall be mutually negotiated between the City and the Contractor.

      The City reserves the right to reject any or all bids, to waive any informalities or irregularities in the bids received, and to accept the bid(s) that are determined to be in the best interest of the City. The City further reserves the right to award by item, group of items, or in total, to split awards among multiple vendors, and to make modifications to quantities or specifications prior to award. The City also reserves the right to request clarification of bid information and to make award to the lowest responsive and responsible bidder(s) as determined by the City.

    Q (Site visit/Site plan): Will there be any site visit or site plan available for this job?

    A: You’re welcome to come out and do a site visit.


    Q (No subject):

    A: Since the building will be located at the Airport, you may want to consider upgrades to increase its strength, such as vertical siding, 12-gauge framing, and 4' OC post spacing. If you are interested in any of those options, I can include them. I also see that the 6x6 door is off-center on your design. Would you like it centered on that wall? Another option to consider is that an 8x8 door costs only $50 more if you want the additional clearance instead of a 6x6. You can definitely include those as separate line-item pricing, and centering the door is just fine. The attached specs are just a general idea of what we’re looking for. I would also list any upgrades as separate line items so they don’t impact the overall bid, and we can review those individually.

    A: 1. Foundation. Do you have an engineered foundation plan? 2. Site drainage: Do you have a drainage plan? 3. Is there specific requirements for drainage? 4. Do you have a topographical survey? 5. Electric. Is there a specified source to run power to the shed? There are no existing plans, surveys, or drainage requirements at this time. However, there is an electrical source located just a few feet from the proposed location.


    Q (Electrical): 1. Can you provide the size of the service required for this building? 100amp vs 200amp service 2. Is the service to the new building going to be overhead or underground? 3. What is the size of the electrical source that is only a few feet from the proposed location, as described in the City's response to Question 3?

    A: A 100 A service will suffice for our needs. It will only power a few LED fixtures, a fan, and other minor items such as golf cart charging. The service will be installed underground. I’m not sure of the size of the existing service—you're welcome to come out for a site visit to take a look.


    Q (Sitework & concrete): 1. Will we receive any site related plans with specifications for sub base materials and depths before the bid due date? 2. Will there be any foundation plans available before the bid due date? 3. What sorts of materials and or products are intended to be stored on the concrete slab underneath the structure?

    A: Concrete specifications have been added to the attachments under notices. There is no site-related plan. The only materials to be stored will be golf carts, Toro-style vehicles, and a few pull-behind generators.


    Q (Electrical): 1. Can you tell us how many light fixtures and the style of fixture that would be required for the exterior part of the carport? 2. Can you tell us how many light fixtures and the style of fixture that would be required for the enclosed part of the carport?

    A: No exterior light fixtures - One LED tube fixture inside the completely enclosed area. Two LED tube fixtures in the overhang portion
