An award will be made for each Lot. Should the same Proposer be awarded both Lots, a single contract will result. LOT 1 Site 1: Governor Nelson A. Rockefeller Empire State Plaza (ESP) ESP is a 99-acre complex with 11 million square foot facility encompassing several state government agencies in downtown Albany, New York. It was built between 1965 and 1976. Site 2: W. Averell Harriman State Office Building Campus (Campus) The Campus is a 350-acre office park with several miles of underground utilities infrastructure; Domestic and Chilled water, Steam and Condensate, Electrical and Communications distribution and comprises up to 3 million square feet of real estate in uptown Albany, NY and was built between 1950 and 1970. LOT 2 Wadsworth Center at the Empire State Plaza (Labs) The Labs consist of 485,210 sq ft (interior gross). The Labs are located in the Mayor Erastus Corning Tower, which is part of the Governor Nelson A. Rockefeller Empire State Plaza. The Cultural Education Center (CEC) CEC consists of 1,582,504 sq ft (interior gross). The CEC is part of the Governor Nelson A. Rockefeller Empire State Plaza. Each of the two Lots in RFP 3108 has distinct minimum qualifications. Proposers must meet the minimum qualifications for each Lot for which they are submitting a proposal. Proposers are advised that the State’s intent is to ensure that only responsive, responsible, qualified, and reliable Contractors enter into a contract to perform the work as defined in this document. The State considers the following qualifications to be a pre-requisite in order to be considered a qualified Proposer for purposes of the Solicitation. Proposers not meeting the qualifications below will be disqualified. Proposers may not use a Subcontractor’s or any other entity’s qualifications to meet requirements. A. Lot 1 – ESP and Campus The following requirements must be met by each Proposer: 1. Proposing firms must have a minimum of five years’ experience in utility-based industrial systems, including troubleshooting, maintaining, repairing, making proactive asset rounds and readings, and operating of all types of electrical systems including and up to 600 VAC. The 600 VAC experience must have been gained in a facility of at least 250,000 square feet in size; and 2. Proposing firms must have a minimum of five years’ experience providing industrial HVAC troubleshooting, maintenance and repair for a centralized campus or complex consisting of multiple buildings with a total area of at least 5 million square feet. B. Lot 2 – CEC and Labs The following requirements must be met by each Proposer: 1. Proposing firms must have a minimum of five years’ experience in utility-based industrial systems, including troubleshooting, maintaining, repairing, making proactive asset rounds and readings, and operating of all types of electrical systems including and up to 600 VAC. The 600 VAC experience must have been gained in a facility of at least 250,000 square feet in size; and 2. Proposing firms must have a minimum of five years’ experience in troubleshooting, maintaining, repairing, and operating industrial HVAC systems in a laboratory and/or a museum or archive. This experience must be in a complex with a total area of at least 250,000 square feet. The State of New York retains the right to request any additional information pertaining to the Contractor's ability, qualifications, and procedures used to accomplish all work under this contract, as it deems necessary to ensure safe and satisfactory work.
