    Description

    The Richmond City Sheriff’s Office (RCSO) seeks to establish a contract for the purchase of comprehensive (all-inclusive) medical services specified herein to be provided at the Richmond City Justic Center (RCJC) and the coordination and scheduling of all emergency and non-emergency medical and healthcare services outside of the RCJC, which the Sheriff’s Office provides through separate contracts with various vendors.

    The RCJC is six stories high, contains approximately 412,000 square feet, and has a rated capacity of 1,032 Inmates. The facility has an on-site medical infirmary with eighteen special management beds, clinics, exam rooms, dental facility, two negative pressure rooms, and a dialysis unit (See Attachment A – Richmond City Sheriff’s Office Jail Population Data,(ADP), Attachment H– Furniture Fixtures & Equipment Inventory, and Attachment L – State Compensation Board Jail Cost Report).   The RCJC opened July 2014 and is a direct supervision facility.

      In accordance with City Code § 21-67(e), this criterion considers the offeror’s “good faith minority business enterprise and emerging small business participation efforts” as defined in City Code § 21-4.  Pursuant to City Code § 21-67(e), an offeror must receive at least 15 points under this criteria in order to be selected for negotiations, unless granted a waiver by the Chief Administrative Officer.  The MBE/ESB participation goal for this contract is 10%.  See sections "MBE/ESB Participation" of the Instructions to Offerors and "MBE/ESB Participation" and "MBE/ESB Participation—Reporting Requirement" of the General Terms and Conditions for the MBE/ESB provisions.
