    PDF CAN BE FOUND UNDER "DOCUMENTS" TAB 26-401 REQUEST FOR PROPOSAL TEMPORARY FISH MANAGEMENT STRUCTURE DESIGN & ENGINEERING PEND OREILLE PUBLIC UTILITY DISTRICT Public Utility District No. 1 of Pend Oreille County (the “District”) is issuing a Request for Proposal (RFP) for consulting and engineering services related to the design of a temporary fish management structure. Purpose & Scope The selected consultant shall provide design and engineering services for a temporary (ten-year) instream fish management structure capable of preventing upstream fish migration in the Upper West Branch LeClerc Creek, as directed by the District. Scope of services to include, but not be limited to the following: Conduct site visit and initial surveys to inform structure location design options. If survey results allow, develop two conceptual designs for an instream fish passage barrier as outlined below: Utilize both a vertical drop with a velocity barrier chute below; and Utilize a velocity barrier chute only or vertical drop only design. Upon approval by the District of the preferred conceptual design, develop final designs and specifications including detailed drawings along with a site map for permitting purposes. For reference, the West Branch LeClerc Creek Location Latitude is 48.657643 and Longitude is 117.238378. The anticipated completion date for the Work is October 15, 2027 Respondents must employ or retain Professional Engineers licensed in the State of Washington with demonstrated experience in civil and structural engineering applicable to the Work. RFP Requirements At a minimum, the consultant’s response must include the following: Company profile including a summary of the organization, years in business, and any other pertinent information; Identification of similar projects on which your company has provided engineering services of this nature. Consultant should show experience/familiarity with: Instream construction standards; and Washington State Department of Fish and Wildlife fish passage/barrier criteria. References for similar projects from up to three clients; List and resumes of proposed personnel that will be working with the District; A copy of your safety plan. Pricing information shall be excluded from the proposal, as this is a qualifications-based selection process. The District intends to negotiate a professional services agreement with the selected Respondent. Insurance Requirements The selected Respondent shall maintain, at its own expense, and provide to the District upon request, the following insurance coverages with the District named as an additional insured: Commercial General Liability Insurance on an occurrence basis with single limit of not less than $1,000,000 and $2,000,000 annual aggregate; and Professional Liability Insurance on an occurrence basis with single limit of not less than $1,000,000 and $2,000,000 annual aggregate; and Automobile liability insurance on an occurrence basis of not less than $1,000,000 combined single limit or equivalent for both injury and property damages as a result of any one occurrence, including coverage for owned, hired, and non-owned automobiles. RFP Submittals Proposals must be submitted using ProcureWare, the District’s online contracting portal, at popud.procureware.com no later than June 4, 2026 at 2:00 p.m. local time. Submittals received after the above date and time for any reason will not be considered. Questions related to this RFP must be submitted through ProcureWare no later than June 2, 2026 at 2:00 p.m. local time. Responses to these questions will be made available to all bidders via ProcureWare. Evaluation of the RFP The District will evaluate each submittal for completeness to the RFP. Submittals that do not meet the minimum requirements will not be considered. The District reserves the right to reject all submittals and modify or withdraw the RFP. The District will award the contract to the most qualified respondent based upon the factors identified below. The District will engage the respondent with the highest scoring response to discuss a service agreement. Should the District fail to secure an agreement with the selected entity, the District may elect to pursue an agreement with the next highest scoring entity. Respondents will be evaluated based on the following: Relevant experience designing instream structures and fish passage or barrier systems; Demonstrated understanding of Washington State Department of Fish and Wildlife standards, permitting considerations, and instream construction requirements; Qualifications, experience, and availability of the personnel proposed for the project; Experience performing similar engineering and design services for public agencies or utility districts; Demonstrated ability to successfully complete projects of similar scope, complexity, and schedule. The District reserves the right to cancel this RFP, reject any or all proposals, issue addenda or corrections, and award or decline to award a contract at its sole discretion.
