Cost will be evaluated based on a mathematical formula comparing the total cost to the other proposers' total cost.
The company should be a well established custodial business with applicable experience. The company must have a minimum of 5+ years experience with similar projects to qualify.
This shall include, but is not limited to, the quality of services proposed, the staffing approach, supplies list, service schedule, and response time and method used to address any issues reported.
References from municipalities and/or other governmental agencies with properties of similar size and scope are preferred.

Q (Dumpster Use Requirments):
A: Does the City have restrictions on dumpster use? Yes, the City has a contract with Waste Connections and Demo contractors must only use Commercial Dumpsters from Waste Connections for disposal. Revised - The City’s contract with Waste Connections does not include acceptance of asbestos or lead-containing materials. Contractors are solely responsible for identifying permitted disposal facilities and coordinating all handling, transportation, and disposal of regulated materials in compliance with applicable federal and state regulations, including the Environmental Protection Agency (EPA) and the Texas Commission on Environmental Quality (TCEQ). A: Is there a third-party consultant the city has selected to inspect the abatement work? Revised - Yes, the abatement contractor will use the city’s original consultants, Vantage Environmental Services or Farmer Environmental Group who conducted the initial asbestos surveys. The city will coordinate the inspection and pay their fees directly. These fees will not be included in the BID Submission.

Q (Temporary Water for Abatement):
A: Will the building have water turned on temporarily for abatement? Yes, City Staff will have the water turned on when needed for abatement.
Q (Mold Removal Protocol):
A: During the Site Visit, there is evidence of mold in the basement, what is the protocol for mold removal? The City has not established a specific protocol for mold remediation. The Contractor shall be responsible for identifying the presence and extent of any mold and for performing all remediation activities in full compliance with applicable federal, state, and local laws, regulations, and industry standards. All work shall be conducted in accordance with recognized guidelines, including those of the Environmental Protection Agency, the CDC, and the Institute of Inspection Cleaning and Restoration Certification, as applicable.
Q (Consultant ): Under Texas Administrative Code §296.31 (Conflict of Interest) does not allow the abatement company to hire the consultant. Are they going to be hired and paid by the city?

Q (Asbestos Waste / Lead waste ): I called WC to get pricing on dumpster and was told they can't haul asbestos / lead waste
A: After further clarification, The City’s contract with Waste Connections does not include acceptance of asbestos or lead-containing materials. Q (timeline): Recognizing the projected work start date of May 2026, is there a target completion date established for the project?
A: At this time, we are not prescribing a fixed demo duration. Instead, we ask each bidder to provide their estimated demo and abatement timeline duration as part of their Bid in section 5 Vendor Questionnaire and Submissions.
Q (No subject): Will the furniture and other miscellaneous items be removed before demolition?
A: No
Q (flooring glue removal): the demo plans have a general note 7.2 that states "flooring materials and adhesives applied to wood flooring to be removed entirely, wood flooring to remain and prepared in a suitable condition to receive future materials and finishes." so we saw the flooring material over wood floors on the walk thru and please explain how clean are you expecting. we can remove the tile or carpet by hand and then are we supposed to use chemicals to remove the glue from the wood substrate? Glue removal on wood is not very successful and 100% removal is not possible unless we sand down the floors.
A: To clarify, “hand scraping” or “hand removal” of flooring adhesive will be adequate. Chemically removing the adhesive is not required.
Q (Lead Paint): so the bidding document state that we are to remove all of the lead from the building and a comment was stated on the walk thru that all lead paint must go, except on the window that are to remain. Any other lead items that we have to leave and NOT perform the lead removal on?
A: All Lead items inside the building must be removed therefore no lead items should be remaining.
Q (Abatement): Will we be removing the waterproofing from the exterior of the building?
A: No
