Evaluation Criteria
- Cost and Proposal Fee Schedule (40 pts) —
- Proposer’s services costs are to be provided on a per task basis such that before beginning work on any element of this project, an itemized estimate shall be provided to TRWD. Itemized task estimates must indicate hourly rates for individuals identified by classification and name. List per mile travel costs (not to exceed IRS allowances) and any other costs associated with performing the service. Subcontractor markup of no greater than 10% shall be allowed.
- Proposer shall indicate that any additional requested services shall be provided on a time and material basis per the contracted labor rate and fee schedule.
- Proposed fee relative to the services to be provided
- Demonstrated understanding of Cost Proposal Information

- Experience and Qualifications of Team (30 pts) —

- Proposed Method to Accomplish Work (25 pts) —
- Discuss Proposer’s approach to the project and provide details in accordance with content required in proposal.
- Understanding of the project and Scope of Work. Intention to meet Scope of Work requirements, acceptance of contract terms and conditions, Sample Contract, including appropriateness of exceptions and alternatives.
- Responsiveness to RFP, including approach and methodology proposed for respective area(s) of interest.
- Familiarity with large diameter & facility pipeline systems.
- Familiarity with problems associated with the project and identification of risks.
- Discuss GIS support. Coordination with TRWD’s GIS staff prior to and after an inspection to ensure the team has the most current TRWD pipeline database in their analysis is required. Modification of the inspection area is expected unless specifically requested otherwise by TRWD. A 30-day review, comment, and rejection period for all inspection data for GIS submittals is expected.

- Unique or proprietary methods, technology, or deliverables that set the Vendor apart from others providing similar services.
