NYS Office of Mental Health seeks to extend contract with Smile CDR for an HL7-FHIR based interoperability solution to improve patient care, reduce provider burden, and protect health data privacy. Future RFP planned for May 2026.
The New York State Office of Mental Health (OMH) is seeking to add $76,350.00 and 6 months to its contract with Smile CDR, Inc. for the procurement of an Interoperability Solution that will support efforts to improve patient access and care, alleviating provider burden, and reducing overall health care costs, all while taking steps to protect the privacy and security of patients’ personal health information. The OPHE Interoperable solution envisions to minimize the data collection burdens for all the healthcare entities involved. This solution would be bi-directional in nature, i.e., capability to collect clinical data from the providers and expose the OMH-PSYCKES clinical summary of patients from OMH to healthcare providers in a machine-readable format. The proposed solution plans to leverage the HL7-FHIR® based solution to promote the interoperability needs with OMH's data partners. SmileCDR is an industry standard interoperability tool utilized by such organizations as BlueCross, BlueShield, Kaiser Permanente, and UCDavis as an Interoperable Data platform. NYS OMH intends on reprocuring this contract through an RFP around May, 2026. Please reach out to Ron Foster if you would like to be added to the bidders list for the upcoming RFP.
