    • Background

      The City relies on information technology systems and services to support municipal operations, deliver services to residents, and enable efficient and secure management of City resources.

      Over time, the City’s technology environment has evolved to support a wide range of operational and service delivery needs. As technology continues to play an increasingly important role in municipal government, the City seeks to develop a comprehensive strategy to guide future technology investments, governance practices, and service delivery improvements.

      The Information Technology Strategic Planning Study will help the City assess its current technology environment, identify opportunities for improvement, and establish a strategic roadmap for modernizing and strengthening the City’s information technology capabilities.

      The resulting strategy will help ensure that technology initiatives align with the City’s operational priorities and support effective service delivery to residents, departments, and stakeholders.

    • Purpose of Study

      The City seeks to undertake an Information Technology Strategic Planning Study to evaluate the current state of the City’s information technology environment and develop a comprehensive Information Technology Strategic Plan.

      The purpose of the study is to produce defined deliverables that will guide technology investments, governance practices, operational improvements, and service delivery priorities for the City’s Information Technology Department.

      The study will result in a final Information Technology Strategic Plan and implementation roadmap that City leadership may use to guide technology planning and decision-making over the next several years.

    • Study Objectives

      The objectives of the Information Technology Strategic Planning Study are to:

      • Assess the current state of the City’s information technology environment
      • Identify opportunities to improve governance, service delivery, and operational effectiveness
      • Align technology priorities with organizational goals
      • Identify strategic technology initiatives and modernization opportunities
      • Develop a practical roadmap for implementation of recommended initiatives
      • Provide tools and frameworks to support ongoing technology planning and prioritization

      The tasks described below represent the City’s anticipated approach to the study; however, proposers may recommend alternative study methodologies that achieve the stated objectives.

      The City anticipates that the selected firm will utilize structured diagnostic tools, facilitated planning workshops, and established strategic planning frameworks to support development of the Information Technology Strategic Plan and related implementation roadmap.

      As part of the study, the selected firm shall conduct a structured evaluation of the City’s Information Technology capabilities and organizational maturity.

      The assessment may evaluate capability areas including:

      • Cybersecurity and risk management
      • Enterprise architecture and technology platforms
      • Data management and analytics capabilities
      • Project and portfolio management
      • Stakeholder engagement and relationship management

      The assessment should identify:

      The results should inform the development of strategic initiatives and roadmap recommendations.
