Project Description, Scope, Bid Contents and Information
Scope of Work: The project is located on Roosevelt Drive between Cypress Gardens Boulevard and Register Road. It includes a “complete street” treatment to the existing corridor. The project must achieve substantial completion within 275 Consecutive Calendar Days from the receipt of the Notice to Proceed. The project must then have all punch list items completed within 30 Calendar Days after substantial completion has been achieved.
Working Hours: All regular work will be required to be completed during City Business Days. A City Business Day is defined as a day that the City is open during regular working hours, Monday – Friday between 7 a.m. and 5 p.m. The anticipated applicable following days are excluded as City Business Days – all Saturdays & Sundays and City Holidays. Contractors must bid on the entire project. Award of the project will go to a single contractor.
The City will have the right to inspect and approve or reject all materials, workmanship and products related to this project. A detailed inspection schedule will be established with the successful contractor once the project is awarded.
Florida Department of Transportation Involvement: The City is partnering with the Florida Department of Transportation for funding of this project. As a result, all FDOT, Federal Requirements and City requirements as found or referenced in this bid will be strictly adhered to including but not limited to inspections, EEO Compliance, shop drawing reviews, procurement requirements, auditing, Certified Payroll/Davis Bacon and reporting requirements. By bidding on this project, the successful contractor is stating that they will adhere to all of these requirements.

Each bid shall be accompanied by a certified cashier’s check, or bid bond, in the amount of the total bid price, payable toCity of Winter Haven, FL, as a guarantee that the bidder, if its bid is accepted, will promptly execute the Agreement. The bidder shall guarantee the total bid price for a period of 90 days from the date of the bid opening.

The contract shall be executed by the successful bidder and shall be returned, together with the Payment Bond, Performance Bond and Certificate(s) of Insurance to City of Winter Haven, FL so that it is received within 14 working daysafter the bidder has received the contract for execution. Failure to do so shall be just cause for forfeiture of the proposal guaranty.
