    Sealed proposals will be received electronically via the PennBid Program by Jackson Township, Lebanon County, for 2026 Road Maintenance until 10:00 a.m. prevailing time on Friday, April 3, 2026 at which time the bids will be opened, with the bid results posted on PennBid shortly thereafter.Bidding documents and specifications are available at no cost on PennBid. (https://pennbid.bonfirehub.com)Each proposal must be accompanied by a certified check, bank cashier's check, trust company treasurer's check or bid bond (in the required form) for ten percent (10%) of the bid total.Work generally includes double bituminous seal coats (oil & chip) along Lengle Road and a section of Elm Street. Oil and chip work includes two coats of asphalt seal coat, with the second coat applied immediately atop the first. The first coat is to be done with 1/2" clean stone, with the second coat to be with 1/4" clean stone. Work also includes the application of a single bituminous seal coat along Flanagan Road.Based on project classification by the Pennsylvania Department of Labor & Industry, the work under this contract is classified as maintenance, and therefore does not require prevailing wage rates.All Bidders must be PennDOT pre-qualified in order to submit a bid. To demonstrate Bidder’s qualifications to perform the Work, Bidder shall submit with its Bid a copy of their ECMS PennDOT Approval Pre-Qualification Summary Page for the Prime Contractor and all Sub-Contractors.Jackson Township hereby reserves the right, which is understood and agreed to by all bidders, to reject any and all bids and to waive any omissions, errors, mistakes, defects or irregularities in any bid at its sole discretion.
