    Description

    The City desires to select qualified contractors to provide turn-key installations or modifications of zoo exhibits involving sculpted shotcrete, animal containment, life safety and support (LSS) and general plumbing systems. Services may include design, engineering, fabrication, permitting and installation. Individual job orders should not exceed $1,000,000; however, it is anticipated a typical job will not exceed $800,000. The term of this contract will be One (1) year with four (4) one-year renewal options.  However, services will be requested on an as-needed basis and the resultant contract is neither exclusive nor a commitment by COT that the Contractor's services will be required.

    Background

    Job Order Contracting is an alternative delivery method for construction of public works projects. JOC's differ from the standard project-specific, low bid contracts in that they are indefinite-quantity contracts, which can be awarded on the basis of qualifications. Best value may be considered in awarding the JOC or in awarding job orders under the JOC contract.

    Each individual job order contract will establish its own individual project limit. Mayor and Council have approved ordinance 12175 which states that individual projects may not exceed $5,000,000 unless the Mayor and Council approves a higher limit for that project.

    Evaluation Criteria

    • Qualifications and Experience of the Firm (40 pts)

      Experience on Similar Projects:

      Identify at least three (3) zoological (or similar) projects, comparable in size and scope as described in this solicitation.  

        1. Identify the type, location and cost of the work, dates of construction and the role of the firm. Indicate whether the firm designed the work or if it was designed by others. 
        2. Provide sufficient detail to fully illustrate the scope and work quality requirements.
        3. Describe which portions of the work were self-performed by your firm.
        4. Identify the firm’s personnel that were directly involved with the work and their role.
        5. Identify the owner of the work and provide two specific references each project to allow the Agency to contact and verify performance.

       

      1. Qualifications of Firm:
        1. Submit qualifications of the firm and explain why your firm is especially qualified to perform the required services.  
          • Include the qualifications of any critical in-house personnel, sub-consultants or sub-contractors that will be involved to provide the required services.
          • Include any licenses, registrations or certifications applicable to the proposed work.
          • Identify key personnel with their title and/or role. Include an organizational chart for the firm.
        1. Describe experience and qualifications of the firm in the following areas: Project Management, Project Superintendents (construction supervision), Project Foremen (construction installation).
        2. Describe your firm’s qualifications and experience with estimating large-scale, complex projects. Include the methods/tools utilized in this process.
        3. Describe your firm’s knowledge and experience related to local and state regulations, codes, and ordinances specific to the services required herein. Include knowledge and experience with Association of Zoos and Aquariums (AZA) standards.
    • Self-Performed Work (30 pts)
      1. Indicate which trade elements, including design, which your firm would conduct with its own forces.
      2. Describe your experience self-performing work in the trade area(s) during the last three years.
      3. Describe any equipment that your firm owns or has ready access to that would prove beneficial to the projects.
    • Method of Approach and Available Resources to Complete the Work (25 pts)
      1. Describe the tools, resources, and/or methodologies to be used by your firm in providing services under this contract.  The description should demonstrate the firm’s ability to provide a high quality work product in a timely manner and within the budget allocated.
      2. Identify  the  internal  policies  and/or  procedures  that  will  be  used  to  assure  a  quality  product  and completion of the assigned tasks on schedule and within budget.
      3. Describe any special or unique knowledge, equipment, or techniques beneficial to the project that your firm will contribute.
      4. Describe your firm’s ability to provide the required services on an emergency basis or after normal business hours.
      5. Indicate which elements of work your firm would perform with its own forces.
    • Subcontractor Selection Plan (5 pts)
      1. Submit a proposed Subcontractor Selection Plan pursuant to ARS 34-603.  The plan must describe procedures to be used in selecting subcontractors, and selection shall be based on a combination of qualifications and price.
      2. The resultant contract is subject to the City of Tucson's SBE requirements.   The plan must describe how the Offeror intends to ensure that established goals will be met.  In addition, the plan should include the firms prompt payment plan/policy.
