    Description

    The City of Tucson (COT) is conducting a competitive one-step process to Contractors for a Job Order Contract (JOC) for installation, alteration, and repair of all plumbing and appurtenances, line cleaning, rootering and pumping services which will include but not be limited to all scope covered by the K-37 license issued by the Arizona Registrar of Contractors. Services will be requested on an as-needed basis and the resultant contracts are neither exclusive nor a commitment by COT that the Contractors' services will be required. Services provided under this contract will be both Commercial and Residential in nature.

    The City of Tucson (COT) Risk Management Division requests an emergency call out contractor for installation, alteration, and repair of all plumbing/sewer emergencies which will include but not be limited to all scope covered by the K-37 license issued by the Arizona Registrar of Contractors.  Work may be located on or near utilities in public rights-of-way/easements that may potentially conflict with City of Tucson Water facilities.  Work locations shall be performed as referenced in the boundaries of the attached map.
      
    City insurance and general funding source may be used. Services will be requested on an as-needed basis and the resultant contracts are neither exclusive nor a commitment by COT that the Contractors' services will be required. 

    General Conditions for Construction (Appendix C) and Construction Services Agreement (Appendix D) are also provided as attachments to this solicitation and will be incorporated into the resulting contract. 

    During the term of the agreement, work is performed by way of phone call out.  Each request for service, initiated by the COT, Risk Management Division, is defined cooperatively by the City and contractor.  Scope, schedule, price, and liquidated damages (if applicable) are agreed upon in an executed Notice to Proceed letter  prior to proceeding with the work.

    Evaluation Criteria

    • Experience and Qualifications of the Firm (40 pts)
      1. Experience and Qualifications of the Firm
        1. Identify at least three (3) projects in which the firm provided recent On-Call plumbing services. The projects identified should clearly demonstrate the breadth of the firms experience and capabilities in managing self-performed work, multiple trade subcontractors, vendors, and suppliers. For each project identified, provide:

          1. Description of the project

          2. Current key personnel involved with the project

          3. Description of how the firm provided pre-construction, construction, and post-construction services and the benefits the firm provided to the project

          4. If there were any change orders and the reasons

          5. Project Owner references with contact information.

        2. Identify current and previous JOC Master Contracts held in which the firm has provided JOC services. For each master contract, provide:
          1. Name of the agency or institution
          2. Length of the Contract
          3. Approximate number of Job Orders processed
      2. Experience of key personnel expected to be assigned to this contract
        1. For each key person identified, provide resumes. Include length of time with firm and applicable degrees and certifications as part of the resume. List comparable projects in which they have played a primary role. If a project selected for a key person is the same as one selected for the firm, provide just the project name and the role of the key person. For other projects provide:

          1. Description of project;

          2. Role of the person;

          3. Contract value; and

          4. Project Owner Reference information.

        2. Identify the home office location of key staff on this contract and the percentage of their time expected to be devoted to this contract.

        3. List any proposed subcontractors, including key staff names and the experience and qualifications of these individuals. Explain how these key staff personnel for this proposed contract have relevant and sufficient experience.
    • Approach to Performing the Required Services (40 pts)
      1. Describe the firm's project management approach including its perspective and experience on collaboration, quality control, project scheduling, claims, dispute resolution, changes in the scope of work (control of scope-creep), and construction safety.
      2. Describe systems used for planning, project engineering, and scheduling, estimating, and managing the work. Include a description of the software systems that the firm uses Include a one (1) page flow chart of your job order process showing contractor and owner responsibilities.
      3. Describe the various types of reporting that your firm uses to keep your clients informed of work status. Include two examples of reports.
      4. Describe how you handle personnel requirements as the work varies in volume. Include in-house staffing requirements and subcontractor requirements.
      5. Describe how you plan to manage material cost escalation and availability.
    • General Information (15 pts)
      1. Provide a general description of your firm.
        1. Explain the legal organization of the proposed firm and/or team, including years in business.
      2. Provide the following information about the proposed firm/team:
        1. Identify any contract or subcontract held by the firm or officers of the firm,
        2. Please describe any terminated contracts within the last five years.
        3. Identify any claims arising from a contract which resulted in litigation or arbitration within the last five years.
          1. Briefly describe the circumstances and the outcomes.
    • Subcontractor Selection Plan (5 pts)
      1. Submit a proposed Subcontractor Selection Plan pursuant to ARS 34-603.  The plan must describe procedures to be used in selecting subcontractors, and selection shall be based on a combination of qualifications and price.
      1. The resultant contract is subject to the City of Tucson's SBE requirements.  The plan must describe how the Offeror intends to ensure that established goals will be met.  In addition, the plan should include the firms prompt payment plan/policy.
