Any alternative solution would result in incomplete content access, reduced functionality, or lack of system integration. This resource supports instruction, research, and academic program delivery across all CUNY campuses and user populations, including students, faculty, and staff. Scope of Services: The selected vendor must provide: · Full access to the Wiley Online Books catalog · Content delivery via the Wiley Online Library platform · Platform hosting, maintenance, and ongoing updates · Integration with institutional discovery and access systems Required Components: · Content o Access to Wiley’s digital collection, including more than 27,000 academic monographs, handbooks, and reference works · Platform & Functionality o Chapter-level navigation for enhanced usability o Integrated reference linking within and across content o Unified discovery across all subscribed materials · Integration & Interoperability o Seamless cross-search functionality with the CUNY library catalog o Interoperability with Wiley-published journal content · Access & Security o Consistent and secure authentication mechanisms o Uninterrupted institutional access for authorized users o Entitlement management and access control systems · Infrastructure o Inclusion of Wiley Online Library platform tools, including discovery systems, hosting environment, and publication workflows How to Respond: NOTE: This is NOT a Request for Proposals. This is an invitation for qualified vendors to submit documentation demonstrating their ability to provide the goods and services described, which can only be provided by John Wiley & Sons, Inc. Interested vendors should submit a cover letter and supporting documentation (not to exceed ten (10) pages) that: Demonstrates the vendor’s ability to meet all stated requirements Describes the vendor’s experience delivering comparable academic resources Explains how the proposed solution meets the needs of a large public university system Submission Instructions: Responses must be submitted electronically as PDF documents to the designated contact below by the stated deadline. Vendor Requirement: To be considered for award, the prospective vendors must be authorized to sell /resell access to public higher educational institutions. Prospective vendors that are authorized to sell / resell Obooks resources to such entities must meet the product and functionality requirements set forth in the Product Requirements above, and sell/resell Obooks journals, databases, electronic reference works, reports and other library e-resources that may be available now or in the future. Vendors are invited to submit no later than the date set forth in this advertisement: 1) Documentation verifying that you can meet the minimum product requirements. 2) A letter from John Wiley authorizing your company to sell/resell Wiley Obooks resources now and in the future to public educational institutions. Any purchase that results from this advertisement shall be governed by the University’s standard Terms and Conditions, Purchase Order, and the Standard Clauses for New York State Contracts (Appendix A). The restricted period has begun. Business enterprises awarded an identical or substantially similar procurement contract within the past five years: Compliance Procurement Lobbying Act Required Forms: Vendor shall complete, sign and submit the following forms if they are selected. A. “Offerer’s Affirmation of Understanding of an Agreement pursuant to State Finance Law § 139-j (3) and § 139-j (6) (b)” B. “Offerer’s Disclosure of Prior Non-Responsibility Determinations and Certification of Compliance with State Finance Law §139-j and §139-k” Under the requirements of the State Procurement Lobbying Act all communications regarding advertised projects are to be channeled through the Office of University Controller (*Designated Contacts). Until a designation is made, communication with any other CUNY employees concerning this project that is determined to be an attempt to influence the procurement may result in disqualification. Contact with CUNY: Under the requirements of the PLA, all communications regarding advertised projects are to be channeled through the Designated Contact. Communication with respect to this procurement initiated by or on behalf of an interested vendor through others than the Designated Contact may constitute an “impermissible contact” under NYS law and could result in disqualification of that vendor.
