    Q (Supplemental books): We provide support and supplemental books for readers to practice literacy skills. These are not curriliculum books but support student learning. Are these allowed?

    A: This solicitation is for "Textbook" adoption, not for third-party supplemental materials.


    Q (Samples): Section 6.10 states that samples are required by 4/21, but Section 6.15 states that digital access only is required in Phase 1. Does the district require print samples by 4/21 or will digital samples suffice?

    A: The District requires one student and one teacher edition for grade or course you are offering. The High School courses have been added as an attachment.


    Q (ESSA Evidence): Will the district consider a curriculum that is on the MOWR list but does not have Tier 1 ESSA evidence?

    A: Yes.


    Q ( Advanced Placement Textbooks): Hello, Can you please detail whether you will accept Advanced Placement ELA materials for this submission?

    A: AP course need textbooks, see the course catalog in the attachments. Dual credit classes use the local community college materials.


    Q (Single Award): Hello, Will you consider multiple vendors for K-12 ELA or do you intend to award one vendor?

    A: The district does not expect to award to only one publisher. Multiple awards are likely, but will be limited to the least number possible.


    Q (Grade Levels): -Page 45 of the RFP states, “The Douglas School District is soliciting proposals for a Tier 1 Core Reading Curriculum to support literacy instruction in kindergarten through grade three (K-6) beginning in the 2027 school year. Additionally, District seeks a solution that may also support literacy instruction through grade 12.” 1. Is it a staggered adoption/implementation? If yes, is SY 2027 doing K–3 or K–6? 2. If it is a staggered implementation, when are the start times for the other grades?

    A: 9.4. Timeline for Adoption and Implementation July 2026-Selection of adoption materials August - Purchase of materials September/October - Two (2) days On-site PD for Train-the-Trainers October-March- Virtual Training for Train-the-Trainers Late April 2027- On-site PD for Teachers Two (2) days for Elementary One (1) day for Junior High One (1) day for Senior High Virtual Training after On-site Teachers use the materials at the start of school July 2027.


    Q (Cost): In the Cost items (10.5.30–10.5.34), would you like costs for K–3, K–6, or K–12?

    A: Costs will be loaded for grades or courses you offer. It must contain details for each grade level.


    Q (Confidentiality requests): On PDF page 13, Section C.1., requests for confidentiality is outlined. Are vendors able to mark their confidential content as such in the responses, in addition to the form?

    A: Page 13 address confidential items in general. There is a form and question in your proposal response. Remember if it is marked confidential, and the district does not agreed; the only option is your request will be honor but whatever the item is will not be using in the evaluation process. Use this will care.


    Q (Award for K-3 and High School): Are you able to clarify the last sentence on page 31, Section 6.4 Partial Offers? The last sentence is: "In this solicitation the awarded publisher for K-3 may not be the publisher of high school textbooks." If a vendor is a K-12 publisher, will they not be able to be awarded K-3 and 9-12 for this solicitation?

    A: Award might be by grade level or course. One firm may be the best across the K-12 curriculum and they could win it all.


    Q (GASB 96): Are you able to clarify how you would like the cost proposal based on GASB 96 (Cost must be broken out to be compliant with GASB 96.)?

    A: GASB 96 in simplicity is the cost of any software that is subscription based.


    Q (Video upload): In 5.20. Video Upload, I am not finding an area to upload the video. Please advise where vendors should include this in our response.

    A: Question 5.20 Video Upload.


    Q (Pricing and Adoption Years): The RFP states that the adoption will go through 2030-31, and in 9.4 lists the first year for timeline for implementation. Would you please clarify the timeline for the entire adoption? Will Year 1 also include roll-out of curricula to all schools in addition to the PD timeline, or is Year 1 for teacher material and PD only with student pricing kicking in year 2, or is 2026 a Year Zero and Year 1 pricing should include student and teacher materials + year 2 PD?

    Q (Video upload follow-up): Thank you for responding to the question pertaining to 5.20 Video Upload. However, I believe I need to clarify. What I am seeing is the requirement which says to "upload the video here", and then a checkbox only. The checkbox is to confirm upload. However, I am not seeing anywhere to actually upload a video, or include a link to a video. Would you be able to direct me to the location in which vendors are to upload the video?

    A: Question 5.20 has been revised to accept an upload.


    Q (Current Curricula): What are the current core and foundational skill programs in use for K-12?

    A: See RFP Section 2, Documents referenced.


    Q (Physical Samples): Can you please clarify your response regarding physical samples v. digital samples. Are physical samples required for the 4/21 due date or are digital samples/digital access sufficient?

    A: Physical samples are required for the 4/21/26 due date.


    Q (Budget): What is the district's anticipated/approximate annual budget for this project?

    A: There is no exact budget set for this adoption. Budgets are proposed in June and Adopted in July.


    Q (Partial Grades): Can vendors submit for grade bands (i.e. K-5, K-8) or must submissions cover K-12?

    A: Yes, partial submittals are acceptable.


    Q (Delivery of Samples): We would like to hand deliver the samples. Would you please confirm vendors are able to hand deliver? If so, would you please provide where the samples should be brought and to whom we should contact? Finally, are there any dates/times in which the district is closed to deliveries?

    A: All deliveries go the Douglas Unified School District Warehouse at 1700 Esterella Ave, Douglas, AZ 85607. HOURS: 7:00AM - 4:00PM All boxes/containers must be labeled with RFP 26-32-32; ATTN: Corinna Moen


    Q (Samples Texts): In a previous response concerning samples, it was stated the district requires one student and one teacher edition per grade/course being offered. Would you please clarify if the district wants the entire grade/course or if one module per grade/course will be sufficient?

    A: One module per grade/course will be sufficient.


    Q (Clarification Regarding Tools): Can the district please clarify what type of tools (ie. student materials, teacher materials, differentiation tools, PD tools, etc.) are of interest in response to the question that states "Provide a list of the tools available with your offer"?

    A: DUSD does not have a must have or it would have been specifically listed. However, each publisher may have more tools or more robust tools to offer in this curriculum adoption.


    Q (Detailed Response Document): We are proposing four (4) products for this adoption. Since Section 5 (Textbook Questions) only allows for single "Yes/No" or short text responses, and there are no additional upload slots for a supplemental PDF, how should we provide specific details for individual products? In previous submissions, there has been a designated area for some type of "Official Response Document", where we add more details around the requirements we responded 'yes' to, but I do not see that option anywhere for this submission. Please advise.

    A: If your offer has the same answer for each product, then the yes/no works. However, if you would have a different answer one or more, list it in the deviations and exceptions.


    Q (Video): If our offering includes more than one program, do you need a separate 10 minute video for each proposed program?

    A: If you have more than one program, yes you can upload short, under 10 minute video, for each program.


    Q (Scope of Work): Will the District consider a proposal for a supplemental Tier 1 foundational skills program for Grades K-5 that is listed on the AZ MOWR Vetted Intervention Program List?
