The City would like to maximize the amount of water that can be withdrawn from the well but is targeting an initial capacity of 140 gallons per minute (GPM) and up to 800 GPM. Preliminary design work will focus on preparing contract documents for the well drilling work.
The schedule for the project timeline is as follows:
• Phase 1: Preliminary Design – approximately 4 months.
• Phase 2: Final design and documentation – approximately 8 months.
• Phase 3: Bidding support – approximately 3 months.
The Work shall be completed by June 30, 2027.

All project or contract language specific questions, requests for substitutions or changes, or requests for clarification must be submitted via the City’s e-Procurement Portal, located at https://procurement.opengov.com/portal/ridgefieldwa by 4:00 p.m. on Tuesday, April 14, 2026. Incomplete or late inquiries may not be considered.
Proposers will have the option of submitting their packets online via the City’s e-Procurement Portal hosted by OpenGov Procurement, by hand delivery, or United States Postal Service.
If choosing to submit online, electronic submittals must be received by the City through the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/ridgefieldwa no later than 4:00 PM (Pacific Time) Thursday, April 23, 2026. This is the preferred method. Submittals received after the specified time will not be accepted. The City’s e-Procurement Portal Clock is the official clock for the determination of all deadline dates and times. If the electronic submittal process is not an option, the City will also accept hand-delivered or mailed submittals that shall be placed in a sealed envelope that clearly states the name of the proposer, the date of the submittal opening, and the title “Kennedy Well.” Hand-delivered submittals shall be delivered to Ridgefield Administrative and Civic Center (RACC) building, 510 Pioneer Street, Suite B, Ridgefield, Washington 98642. Submittals delivered via United States Postal Service shall be enclosed in another envelope that is addressed to the attention of the Procurement Coordinator, City of Ridgefield, P.O. The project work site and drilling location is in the Sanderling Park Subdivision, off NW Hillhurst Road in Ridgefield, Washington. Access to the work site from NW Hillhurst Road will be east on S. Green Pastures Drive and south on S. Arwana Court.
This section is intended to familiarize the City with the proposing Consultant firms. Proposers shall include a brief profile of their firm(s). This profile should provide an overview of the firm’s areas of expertise, its history, and its primary market area relative to the proposed project. If the proposing firm uses a sub-Consultant, each participating firm should provide a firm profile.
The project manager must be highly skilled at managing projects to ensure that they are delivered within scope, according to schedule and within budget. The Submittal should also discuss how the project manager would consistently ensure high quality of work and their proven performance and experience in managing and delivering projects in an expedited process. Discussion of other key personnel (task leaders) including expertise and experience in design of similar projects and construction engineering and observation on projects.
This section of the submittal should contain brief descriptions of the Consultant’s recent and successful past performance on agreements with governmental entities and private industry for the type of work. For each project, the Consultant should provide a brief description of what services were provided and the outcome of the projects. In addition, the project manager, start and end dates (actual and planned), and the total dollar value (actual and planned) of each project should be provided.
The section shall include the approach to be taken with this project, including work to be conducted under each phase, overall schedule for this project meeting the required deadline, tactics used to collect needed information.
Submittals must provide at least three (3) references for similar projects. References should also be recent (within the last 2 years) or current clients. References for sub-Consultants (if applicable) should be relevant to the proposed role of these services. Provide the name, title, organization, e-mail, and telephone number for each reference listed. The City may use its past experience with a firm in the reference evaluation.

A: The City of Ridgefield’s RFQ for assistance with the Kennedy Well is of interest to our firm. We specialize in groundwater supply development – from generating technical drilling specifications to solicit competitive drilling bids, to drilling observation and geologic logging, to well screen design, to testing, and recommending sustainable yields for future operation. Our hydrogeologists have been working in Clark County for over 20 years and are well versed in the regional groundwater systems. I think our services could be helpful to the City if your needs include installation of a new production well at the Kennedy Wellfield. There are a couple of things in the RFQ that makes me wonder if your current scope includes installing a new production well and I am seeking clarification. The first bullet is section C states that the test well will be converted to a fully functional well. If my search is accurate, it looks as though the test well was capable of pumping 760 gpm for 72 hours in 2024. It makes sense to bring this online as a production well. Can you please clarify if, in addition to converting the test well to a production well, the City is seeking to drill and test a second production well at the Kennedy Site? We do not have plans at this current time for an additional well at the site, just the well that is advertised.
