DESCRIPTION: Under contract with New York State Department of Transportation (NYSDOT), Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR) is seeking to retain a Subcontractor to provide comprehensive aesthetic lighting system programming and technical support for the Kosciuszko Bridge in New York City under Contract D042115. BACKGROUND: The Kosciuszko Bridge (K-Bridge) is a cable stayed bridge over Newton Creek in New York City that connects Brooklyn and Queens. The crossing is part of the Brooklyn-Queens Expressway (BQE) which carries Interstate 278. K-Bridge is equipped with aesthetic lighting fixtures which emphasize the distinct features of the bridge, including its concrete piers and cable-stayed main span. NYSDOT uses changing light displays to mark special occasions and holidays. SCOPE OF SERVICES: The lighting services firm shall be responsible for scheduling light shows, as well as providing technical service and troubleshooting for the aesthetic lighting system installed on the K-Bridge in New York City. These services must be available 24 hours a day, 7 days a week, 365 days a year, ensuring uninterrupted support and maintenance. 1. Daily Programming: NYSDOT, through HDR, will provide the annual Aesthetic Lighting Show Calendar, with required shows for each day (365 Shows for the year). This calendar will call out Start times, and End times for each individual show. Historically, shows trigger ON at 45 minutes before Sunset, and trigger OFF at 2AM. Consultant shall maintain the annual Aesthetic Lighting Show Calendar. Consultant shall schedule all show requests as per instructions from NYSDOT, through HDR. NYSDOT can request new shows, which Consultant will create and upload to the controller located at JTMC in 28-11 Queens Plaza North, Long Island City, NY 11101. NYSDOT can request unlimited number of schedule changes. 2. Daily Show: Subcontractor shall program daily shows in advance using Philips Color Kinetics software and the primary controller at JTMC via fiber connection. Subcontractor shall monitor the start of each show correctly, as per the calendar, via VPN or similar device. If the Fiber is damaged or the fiber connection to JTMC and K-bridge is interrupted, the daily show shall be set up using the wireless connection. Wireless connection should be used as a backup only. If both fiber connections and wireless connections fails, daily show shall be set up manually using local controller at the bridge site. 3. Specific Day/Show Updates: The CONTRACT shall include timely provision of daily show updates upon short notice for specific special events, as requested by NYSDOT through HDR. 4. Diagnostic Reports: Subcontractor shall provide comprehensive diagnostic reports every month detailing the status and performance of the lighting systems. These reports will include, but not limited to, assessment of energy efficiency, system malfunctions, and recommendations for improvements and repairs. 5. Technical Support: The Subcontractor shall provide full technical support related to the Aesthetic Lighting systems. This includes trouble shooting, system updates, software support, and network-related issues to ensure the seamless operation and optimal performance of the lighting systems. Subcontractor shall maintain the Philips Color Kinetics software and wireless backup connection at the bridge. Note: NYSDOT, through HDR, is responsible for providing fiber/VPN connection, maintaining both primary & secondary controllers and integrating any related system/software during any upgrades at the JTMC. NYSDOT is also responsible for providing work zone traffic control for accessing the local controller or modem at the bridge. SUBCONTRACTOR’S PERSONNEL: The Subcontractor shall provide a project manager, competent in directing the necessary personnel in the required work. The name and telephone number of these employees shall be submitted to HDR. FAILURE TO PERFORM WORK: For the purposes of this Agreement, ‘Failure to Perform Work’ shall mean any instance where the Subcontractor does not fulfill its obligations as specified in this agreement, including but not limited to, not complete work by the agreed upon deadlines, not adhering to specified quality standards, or not delivering the required results. HDR reserves the right to pursue any or all of the following remedies: a) Terminate this agreement upon written notice to the Subcontractor. b) Seek damages for any losses incurred as a result of the failure to perform. c) Any other remedies available at law or in equity. For each calendar day, or any portion thereof, when the Subcontractor fails to perform on time in response to NYSDOT requests, Liquidated Damages and/or Engineering Charges will be assessed against the Subcontractor. Engineering Charges include all appropriate direct and indirect costs and expenses incurred by HDR, the State and its consultants. HDR reserves the right to apply Liquidated Damages in the event of delays and failure to meet the specific light show request and requirements. Liquidated damages for contract work will be in the amount $1000 per calendar day as specified in Table 108-2 Schedule of Liquidated Damages of the NYSDOT Standard Specifications. HDR reserves the right to suspend or withdraw its approval of contract where the HDR determines it is in the best interest of the State to do so, including, but not limited to a Subcontractor’s failure to comply with Health and Safety requirements, failure to comply with the terms of the Contract, and/or failure to remain a responsible Subcontractor for the entire duration of the Contract. EVALUATION CRITERIA: Proposals will be evaluated based on the following criteria: • Compliance with all specifications and requirements outlined in the RFP. • Five or more years of experience and qualifications of the Subcontractor in similar projects. • Ability to meet project requirements 24/7 and ensuring uninterrupted services. • Cost-effectiveness and value for money. INSURANCE: Insurance requirements are as follows and shall be in accordance with the specifications in the Bid Documents: Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; Workmen’s Compensation Insurance; All Subcontractor’s. DEADLINE: Proposals shall be accepted until 1:00 PM (Local Time), Tuesday, June 30, 2026 in the office of Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR), 500 7th Ave. New York, NY 10018. BID LETTING: Proposals shall be mailed, or otherwise delivered in a sealed envelope labeled Confidential – Sealed Bid for D042115 Aesthetic Lighting System Programming, and also labeled with the name of the bidder. As noted previously, proposals must be received at the offices of Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR), 500 7th Ave. New York, NY 10018 no later than 1:00 PM on Tuesday, June 30, 2026. Proposals received after the deadline will be returned to the bidder unopened. The Bids will be opened as soon as possible after 1:00 PM on Tuesday, June 30, 2026. The Award of the Contract will be made within 30 calendar days after receipt of Bids, subject to final approval of NYSDOT. A tabulation of the Bids will be provided to all Bidders by email. Under the requirements of the State Procurement Act all communications regarding advertised projects are to be channeled through the Contract Management Bureau's Designated Contact: Gabby Stern, PE of Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR). Until a contract is approved, contact with any other NYSDOT or Henningson, Durham & Richardson Architecture and Engineering, P.C. (HDR) associates or employees concerning this project should not be made unless otherwise directed by the Office of Contract Management. Communications made contrary to this policy and deemed an attempt to influence the outcome, may result in disqualification.
