    Description

    The City of Turlock (hereinafter referred to as the “City”) is requesting Proposals for qualified vendors to provide Laboratory Analysis Services.  The selected laboratory will be responsible for performing sampling and analytical testing as required to support the City’s drinking water and wastewater monitoring programs. These services are necessary to ensure compliance with applicable state and federal regulations governing water quality and environmental protection. The City requires a laboratory capable of conducting all requested sampling, analysis, and reporting activities in accordance with regulatory standards and established holding times for water quality constituents.

    In the heart of California’s Central Valley, Turlock is the second largest city in Stanislaus County located 100 miles south of Sacramento, CA covering an area just over 16 square miles with a population of over 73,000. Turlock is a General Law City that operates under the Council/Manager form of government. The City owns and operates fifteen municipal supply wells, four above-ground water storage tanks, the Turlock Regional Water Quality Control Facility (RWQCF), and facilities associated with the Stanislaus Regional Water Authority (SRWA) located in Hughson, CA. These facilities require regular sampling for various water quality constituents to meet regulatory requirements. Sampling is conducted daily at multiple locations throughout the City’s drinking water and wastewater systems, with some constituents requiring analysis within strict holding times after collection.

    Q (25 Mile Radius): Is being located beyond a 25-mile radius of the City’s laboratory an automatic disqualification? The requirement states that a location within a 25-mile radius of the City’s laboratory is preferred.

    A: No. The 25-mile radius is a preferred criterion, not an automatic disqualification. Proposals from firms located beyond this radius will still be considered.

    A: To clarify, are you referring to exceptions on the draft agreement included in the RFP?


    Q (2026-RFP-016): Who is the incumbent laboratory?

    A: We are currently in contract with MICROBAC LABORATORIES, INC. dba GEOANALYTICAL LABORATORIES, INC.


    Q (2026-RFP-016): Are potential contracting laboratories required to bid on all testing?

    A: Please provide bids on all testing listed that your lab is certified to perform.


    Q (2026-RFP-016): Will ELAP approved equivalent methods be accepted for analyses where Exhibit A does not expressly state "or equivalent?"

    A: The listed methods are based on what is required by our permits; if you provide/list another equivalent method, it will be evaluated on a case-by-case basis against our requirements.


    Q (2026-RFP-016): How often have sampling services been required by contracting laboratories?

    A: We rarely utilize sampling from our contract labs; we perform our own sampling for analysis.


    Q (2026-RFP-016): When is sampling expected to begin?

    A: July 1st (contract start date)

    A: 5 years


    Q (2026-RFP-016): Is a ten-business day turnaround time acceptable?

    A: Yes, ten business days is acceptable as a standard turnaround time.

    A: In Section 13, Price Proposal, you can export the requested parameter lists as excel files by clicking the "Export This Table" button in the upper righthand corner of each table. The pricing table must be filled out through OpenGov and not uploaded as a PDF document.


    Q (2026-RFP-016): Can you separate the compounds needed by sample matrix? For example, drinking water, wastewater, and hazardous waste to ensure the correct methods are included.

    A: Please refer to the methods listed in the tables in section 13 - these are the methods required; matrices were already taken into account.


    Q (2026-RFP-016): Has weekend sampling/sample drop off been needed historically or only in emergency situations?

    A: Weekend sampling/sample drop off has been needed on rare occasions. As an example: we had a local limits project last year which required 7 days of consecutive sampling and included analyses with short hold times, requiring drop off to our contract lab over the weekend (this was planned in advance with the laboratory).


    Q (2026-RFP-016): Would you consider lowering the 70% in house threshold for bidding laboratories?

    A: No, labs must be certified and able to perform at least 70% in house. Exceptions are only offered for things like equipment failure (but certification must still be held).

    A: This would be determined on an "as needed" basis.
