    The purpose of this RFP is to obtain a large-scale building wrap solution.

     

    Background

    The City of Norfolk (“City”) is currently undergoing redevelopment projects in the downtown area, to include the closure of MacArthur Mall. In an effort to maintain a sense of vibrancy during this transition, the City intends to wrap several building facades with large-scale artwork, communicating the future vision of the site as well as civic pride through art and culture.

    Evaluation Criteria

    • Executive Summary (20 pts)

      The Offeror’s proposal shall contain an executive summary that summarizes its overall capabilities and approaches for accomplishing the services specified herein.

    • Offeror’s Experience in Providing Similar Services (30 pts)

      The Offeror shall provide examples of a minimum of three (3) and a maximum of ten (10) past projects where the Offeror has provided large-scale architectural wrap installations within the last five (5) years from the date of issuance of this RFP, to include visual examples. At a minimum, Offerors shall provide the following information: name of an individual that can provide information regarding the quality of services provided by the Offeror; contact person’s email address, and phone number; and description of the services provided by the Offeror for the client. Offeror shall note whether the design was done in-house or provided by the clients. 

    • Product and Services (30 pts)

      The Offeror shall detail the proposed approach to provide the requested services, to include working with the City on wrap designs, installation and maintenance services. Specifically discuss any staff meeting the requirements of a competent person for fall protection and/or scaffolding and access systems. The Offeror shall include proposed timelines for providing these services. The Offeror shall provide:

        • Product data sheets and technical specifications
        • Fire rating certifications
        • Warranty documentation (minimum 2-year outdoor performance)
    • Pricing (20 pts)

      The Offeror shall complete the attached Fee Proposal, which includes fabrication and installation services. The fixed fee rates proposed shall include all costs, prices, fees, materials, hardware, overhead, and additional charges related to the services requested. All required equipment shall be specified and priced out, as no additional fees will be paid beyond what is quoted for those services.

    Q (No subject): Are there known façade obstructions (windows, louvers, penetrations, canopies) that must be accommodated?

    A: Any obstructions like canopies can be removed prior to installation. Any façade obstructions will either need to be avoided or discussed on a case by case regarding removal.


    Q (No subject): Will the City provide structural confirmation for wind‑loaded wraps, or should engineering services be included in pricing?

    A: There will not be any window loaded wraps. If there are, the city will provide structural confirmation.


    Q (No subject): What wind speed/exposure criteria should installations be designed to?

    A: In Norfolk, Virginia, the ideal design wind speed for a building wrap—and the building itself—is generally 130-145 mph (3-second gust), depending on the specific building's risk category. For a standard 2-4-story building, the most common exposure is Exposure B (suburban/wooded), though areas near the water may require Exposure C or D. We would look for recommendations from experts.


    Q (No subject): What access method should be assumed for pricing (lifts, swing stage, scaffold, crane)?

    A: Lifts and swing stages are preferred. We would like to avoid scaffolding if possible.

    A: We can obtain any permits necessary as it is a city-owned property. I don’t see traffic control, police detail, or right-of-way closures being necessary as the areas are off-street, but we will handle the costs around those.


    Q (No subject): How will the wraps be classified for permitting (temporary signage, public art, etc.)?

    A: With the time line being 2+ years, this would qualify as both public art and building signage (not temporary).


    Q (No subject): Will final artwork be provided at full production size, or are vendors responsible for scaling and panelization?

    A: Final artwork can most likely be provided at full production size, however, we would like a line item included for vendors to handle scaling and panelization to ensure all bases are covered.


    Q (No subject): What is the anticipated duration of installation, and are off‑hour or night installations expected?

    A: We do not know how long installation will take, that is for the vendor to decide. We do not expect off hour or overnight installation unless that is the preference of the vendor.


    Q (No subject): How long are the wraps expected to remain installed, and are there specific removal or façade restoration requirements?

    A: We anticipate wraps will need to stay up as long as two years during the redevelopment phases of the mall. We will require them to be removed at different stages/times. We do not yet have those timeline details. Façade restoration may be necessary, but possibly not in some cases. We do not yet have those details.


    Q (No subject): Given that exact façades will be determined after award, will the City consider defined pricing assumptions or unit pricing in lieu of an undefined lump sum?

    A: Unit pricing for each area outlined is acceptable in the body of the proposal but we would like an overall lump sum to complete the entire project as outlined is needed.
