A qualified partner would be able to demonstrate experience and ability, or bring qualified subcontractors managed by the partner, to perform all of the following roles:• Network operations, maintenance, and management• Network construction & permitting, specifically lateral distribution and service drops• Marketing & retail sales of symmetrical gigabit fiber-to-the-premises services• Customer services, billing, and network operations center (NOC) support• Technical field work, subscriber calls for service, and network repairs• In-kind contributions of private broadband assets and/or services such as fiber-to-the-home (FTTH) that would expand or enhance the LVMCOG’s network• Secure circuits/dark fiber to data centers to ensure network redundancy and diverse data provision.• Attracting private cellular company investments that enhance and expand cellular coverage by utilizing the LVMCOG network for tower/antenna connectivity• Creative design and implementation approaches, including utilizing wireless technology, to provide services into cost-prohibitive areas or neighborhoodsThe LVMCOG is seeking a partner to provide each of the services listed above, and may, at its sole discretion, identify one or more firms to interview. Proposers are encouraged to submit responses for which they are qualified and able to perform; sub-contractors may be included in the SOQ for specific services and will be similarly evaluated by the Evaluation Criteria.The LVMCOG will evaluate the SOQ based on the criteria within this RFQ. Through a joint- build process, organizations may also install their own conduit and/or fiber cable concurrently with LVMCOG-owned plant to provide Fiber to the Home (FTTH) services in the LVMCOG region. In addition to maintenance and operation of LVMCOG’s fiber network it is LVMCOG’s objective to improve regional connectivity and coordinate expansion of fiber infrastructure throughout the region.The LVMCOG is seeking a qualified partner(s) with the ability to operate various aspects of the LVMCOG’s existing and future fiber optic network.If proposers are submitting as an Incumbent Local Exchange Carrier (ILEC), Competitive Local Exchange Carrier (CLEC), or under a Certificate of Public Convenience and Necessity (CPCN), the LVMCOG is open to negotiating a fair exchange for rights to use the LVMCOG’s current and future network, which may include Indefeasible Right to Use (IRUs), dark fiber lease(s), in-lieu services or a combination thereof. Responses to this RFQ shall be evaluated according to the Evaluation Criteria in Section V. At this stage, the LVMCOG is not requesting a formal bid for construction but rather seeking qualified partners who can satisfactorily operate aspects of a retail fiber network once the scope is finalized.1) The LVMCOG requests statement of qualifications from qualified firms that are prepared to provide all of the following services.
