Montgomery County, Maryland requires a replacement of its LE-RMS for use by MCPD, MCSO, GPD, RCPD and TPPD (hereinafter collectively identified as “County Law Enforcement Agencies” or “County LEAs”). The LE-RMS must be a state-of-the-art system with services that are compatible with MCPD needs and requirements. The County LEAs request a direct contract with the LE-RMS vendor. The County does not intend to award a contract to a third-party contractor due to the specialized and complex nature of the scope requirements. It is the intent of the County to have the new LE-RMS system installed, configured, and implemented within an eighteen to twenty-four (18-24) month timeline after a contract is signed. This timeline includes without limitation the completion and acceptance of all required interfaces, and the training of all department staff. It is the intent of the County to purchase LE-RMS Software as a Service (SaaS). SaaS as used in this document is defined as the capability provided to the County to use the Contractor’s applications running on a hosted infrastructure. The applications must be accessible from various client devices through a thin client interface such as a Web browser. The County does not manage or control the underlying cloud infrastructure, including network, servers, operating systems, or storage, but will be permitted limited user-specific application configuration settings. Under SaaS, the Contractor is responsible for the acquisition and operation of all hardware, software and network support related to the services being provided and shall keep all software current. The technical and professional activities required for establishing, managing, and maintaining the environments are the responsibilities of the Contractor. **Solicitation Type**: RFP - Request for Proposal (Formal) **Source ID**: PU.AG.USA.1716688.C21251301 **Piggyback Contract**: No **Bid Submission Type**: Electronic Bid Submission **Owner Organization**: Police (POL) **Solicitation Number**: 1193673 **Reference Number**: 0000429075 **Pricing**: In attached document **Bid Documents List**: | Item Name | Description | Mandatory | Limited to 1 file | |---|---|---|---| | Offeror Proposal & Pricing | Offeror Proposal Including Pricing (See RFP Proposal Submission Section E) | Yes | No | | Amendments | All Signed Amendments (Mandatory if Amendments are Issued) | No | No | | MFD Performance Plan | PMMD-65 Minority, Female, Disabled Persons Subcontractor Performance Plan (See Section E - Submissions) | Yes | No | | Wage Requirements Form | PMMD-177 (See Section E- Submissions) | Yes | No | **Pre-Bidding Events**: Event Type: Prebid Conference | Attendance: Recommended | Event date: 07/14/2026 01:00 PM EDT | Location: Virtual Microsoft Teams Meeting | Event Note: https://teams.microsoft.com/dl/launcher/launcher.html?url=%2F_%23%2Fmeet%2F237052428665094%3Fp%3DEbwu9SrDYbfQNLW2pL%26anon%3Dtrue&type=meet&deeplinkId=490b2b98-d3b3-48e4-9329-bb05734a1f98&directDl=true&msLaunch=true&enableMobilePage=true&suppressPrompt=true
