The leadership development program is designed to be a supplemental tool offered to military affiliated individuals to strengthen professional development and assist with successful integration into the civilian workforce.

    Evaluation Criteria

    • Program Approach and Methodology (30 pts)
          1. Provide proposed coursework, assessments and other tools identifying growth and development opportunities for individuals.
          2. Describe the topics that will be offered in the cohort-based workshop and type of individual support offered.
          3. Provide a narrative description, not to exceed three (3) pages of the framework and structure used to deliver leadership and employment transition services for military-affiliated individuals.
          4. Discuss whether the sessions will be delivered in-person or virtually. Present pros and cons of the selected approach.
          5. Provide a description of assessments and other techniques used to identify opportunities of growth and development for participants.
          6. Describe how the proposed approach supports individual support in leadership adaptation, workforce readiness, and early retention in civilian roles.
          7. Provide a tentative schedule to deliver content and provide one-on-one sessions.
          8. Describe methods used to track, measure, and report participants’ progress and success through the program.
    • Experience and Qualifications (29 pts)
          1. escribe Offeror’s experience in assisting military affiliated individuals navigate challenges specific to transitioning out of the military workforce.
          2. Describe Offeror’s knowledge of challenges military face when transitioning to a civilian workforce and the best practices when providing support to military affiliated individuals pursuing civilian employment.
          3. Provide a minimum of three (3) current or previous clients for which the Offeror has completed services with a similar scope of work.  Provide number of years the firm has served the client, the total dollar amount for contract, and a brief summary of scope of services provided, population served, and outcomes achieved.
          4. Provide client’s name, business address, e-mail address, and telephone number of a point of contact for each client referenced.
    • Staff Experience (25 pts)
          1. Describe the staffing plan for this contract.
          2. Provide the names, professional backgrounds, and qualifications of individuals who will be assigned to the project, specifically detailing their knowledge, experience, and ability in working within the subject matter.
    • Pricing (14 pts)
          1. Provide cost of curriculum development and preparation.
          2. Provide total cost of the workshop and one-on-one session to include all materials required to facilitate courses per person. Total cost shall include overhead profit, travel and incidental costs.
          3. Provide itemized breakdown in costs for in-person, virtual, and hybrid options.
          4. Provide price schedule to include hourly rates of all staff proposed.
