The Washington Suburban Sanitary Commission, MD (the "WSSC"), is soliciting sealed responses for Lease and Subscription-Based Information Technology Arrangement (SBITA) Software. Responses will be submitted via WSSC's eProcurement Portal via https://procurement.opengov.com/portal/wsscwater PRIOR TO 2:00 pm on Monday, February 16, 2026. Late responses will not be accepted. WSSC is seeking a cloud-based software solution that provides a platform to manage Lease and Subscription-Based Information Technology Arrangement (SBITA) contracts while automating the generation of lessee payment schedules, amortization schedules, journal entries, and disclosure reports to comply with GASB 87 and GASB 96. The primary goal with this request is to improve efficiency through automation and ensure accurate Lease and SBITA-related information in our financial statements. The software shall be capable of managing payment schedules, amortization schedules, required journal entries, and disclosure reporting to comply with GASB 87 and GASB 96 once contract details, such as lease terms, initial measurements, escalations, renewals, terminations, and modifications, are entered. After the initial contract input, the process must run automatically without manual intervention. Background The Washington Suburban Sanitary Commission (WSSC) provides water and sewer services to approximately 1.9 million residents of Maryland’s Montgomery and Prince George’s Counties, which border Washington, D.C. Established by the Maryland General Assembly in 1918 as a regional (Bi-County) agency under Article 29, it was later re-codified into Division II of the Public Utilities Article of the Annotated Code of Maryland. The agency ranks among the largest water and sewer utilities in the country, encompassing a service area of nearly 1,000 square miles. WSSC implemented Governmental Accounting Standards Board (GASB) 87 Leases in fiscal year 2022 and GASB 96 Subscription-Based Information Technology Agreements (SBITAs) in fiscal year 2023. Since then, the Accounting Division has been manually managing approximately 105 contracts, lessee payment schedules, amortization schedules, journal entries, and disclosures in Excel workbooks.
