Background The Washington Suburban Sanitary Commission (WSSC) provides water and sewer services to approximately 1.9 million residents of Maryland’s Montgomery and Prince George’s Counties, which border Washington, D.C. Established by the Maryland General Assembly in 1918 as a regional (Bi-County) agency under Article 29, it was later re-codified into Division II of the Public Utilities Article of the Annotated Code of Maryland. The agency ranks among the largest water and sewer utilities in the country, encompassing a service area of nearly 1,000 square miles. WSSC implemented Governmental Accounting Standards Board (GASB) 87 Leases in fiscal year 2022 and GASB 96 Subscription-Based Information Technology Agreements (SBITAs) in fiscal year 2023. Since then, the Accounting Division has been manually managing approximately 105 contracts, lessee payment schedules, amortization schedules, journal entries, and disclosures in Excel workbooks.
