    Description

    The Work consists of improvements to approximately 2,300 linear feet of Libbie Avenue, between the signalized intersection at Broad Street and the proposed roundabout at Bethlehem Road, which is being constructed as part of another project. The project includes a shared use path on the east side of Libbie Avenue between Broad Street and Libbie Mill West Boulevard, which transitions into a protected two-way bicycle lane between Libbie Mill West Boulevard and Bethlehem Road where it ties to a proposed shared use path being constructed as part of another project. The project also includes curb and gutter improvements, removal of existing raised and depressed medians, mill and overlay and restriping of Libbie Avenue within the project extents. The project also includes modifications to existing water and sewer facilities within the project area. The worksite address is near 2101 Libbie Avenue, Richmond, VA 23230. This project is funded with Regional Surface Transportation Program (RSTP) funds and local funds. RSTP is funded through the Federal Highway Administration (FHWA) which establishes a program for allocating funds to the state. The state agency responsible for administering this project is the Virginia Department of Transportation (VDOT). The Contractor must comply with VDOT’s Locally Administered Project Manual. The requirements and VDOT forms included in this ITB have been approved for use on this project. Compliance with all local, state and federal requirements outlined in the ITB is required. When conflicts arise between state or local contract language and federal rules, the federal-aid or most conservative approach must be taken. This includes the Buy America Act and Federal Aid Construction Contract FHWA 1273 provisions. This project will be built to the latest VDOT Road and Bridge Specifications (2020).
