The state agency responsible for administering this project is the Virginia Department of Transportation (VDOT). The Contractor must comply with VDOT’s Locally Administered Project Manual. The requirements and VDOT forms included in this ITB have been approved for use on this project. Compliance with all local, state and federal requirements outlined in the ITB is required. When conflicts arise between state or local contract language and federal rules, the federal-aid or most conservative approach must be taken. This includes the Buy America Act and Federal Aid Construction Contract FHWA 1273 provisions. This project will be built to the latest VDOT Road and Bridge Specifications (2020).
