The City of Bellingham (City) is seeking Request for Qualifications (RFQ) design and construction support services for adaptive management actions for the Little Squalicum Estuary. The initial contract is to address erosion along the streambanks and estuary fringe. Desired services for this initial scope of work include civil and structural engineering, land survey, hydraulic analysis for the stream, stream alignment analysis, shoreline restoration, permitting, construction management and other services required to complete the project. The City invites all interested parties to respond to this RFQ by submitting their Statement of Qualification (SOQ) documents on the City of Bellingham website at https://cob.procureware.com/ . Questions can be addressed to the Purchasing Office at the above address or by email Bids@cob.org Plans, specifications, special provisions, basis to be used in comparing bids, proposal and contract can be viewed at the City of Bellingham website ( https://cob.procureware.com/ ) or seen at the Purchasing Office, 210 Lottie Street, Bellingham, Washington, 98225, phone (360) 778-7750. The Purchasing Office must receive the electronic submittals no later than 11:00 AM on April 15, 2026. The sealed electronic submittals will be opened after the 11:00 AM deadline. The City reserves the right to postpone making the award for a reasonable length of time, to reject all submittals or parts of submittals as may be in the best interest of the City.
