      Pinellas County seeks Professional Engineering Services to complete the design and services during construction for a new Utility Operations Center at the Logan Pumping Station Site.  The objective of this project is to address the COUNTY’s growing need for resilient, multifunctional facilities capable of supporting continuous operations during emergency crises. Services shall include, but not limited to, design plans and specifications, permitting, CMAR coordination, engineering services, service during construction, grant coordination, and all appurtenances and associated works that may be required to perform full and final design work for construction of the new Logan UOC building. 

    • BACKGROUND

      Pinellas COUNTY Utilities (COUNTY) owns and operates the Logan Pumping Station Site. The COUNTY desires to expand its daily operations and enhance its emergency preparedness infrastructure at the Logan Pumping Station with a new multi-functional building on site.

      The Logan UOC Building project (the PROJECT) is to design a new one-story building, approximately 13,000 square feet (SF), at 1620 Ridge Road S. Largo, Florida. This new building will house COUNTY administration offices, for approximately 30 daily employees and serve as an Emergency Operations Center (EOC) during storm events. As an EOC, this facility will be designed to safely accommodate up to 310 occupants during a storm event while still maintaining daily COUNTY operations. This scope of work was developed from a conceptual design (need date of plans) plan prepared by Williamson Design Associates (WDA) for the COUNTY. This project has been submitted for Hazard Mitigation Grant Program (HMGP) funding for the construction phase of the project.  The County has chosen to construct this project under a Construction Management at Risk (CMAR) Agreement and will execute an agreement simultaneously.  Survey and SUE services will be performed and provided once completed.
