Gov’t Code Section 466.401, the Texas Lottery Program requires theservices of an accounting firm who employs independent certified publicaccountants to witness each Texas Lottery Program drawing, certify theauthenticity of the selected winning numbers at lottery drawings six (6) days aweek at various times and inspect any equipment used in a drawing immediatelybefore and after the drawing. Proposers must bid on allcomponents and submit a single Proposal for all services in response to thisRFP.Proposers should refer to the Schedule of Events contained in the RFP for importantfiling deadlines. Proposals are due on April 14, 2026, at 4:00 p.m. CentralTime. Prior to submitting a response to this RFP, Proposers are advised tore-check this posting for any possible additional information or amendments.TheTexas Department of Licensing and Regulation is a part of the Executive Branchof Texas State Government. The Texas Department of Licensing and Regulationwill not relinquish control over lottery operations. The Successful Proposershall function under the supervision of the Texas Department of Licensing andRegulation. Its operations will be subject to the same scrutiny and oversightthat would apply if all operations were performed by Texas Department ofLicensing and Regulation employees. Accordingly, all operations shall beconducted in adherence to applicable statutes and the highest ethicalstandards.This RFP and allactivities leading toward the execution of a written contract under this RFPare being conducted in accordance with the State Lottery Act (Tex. Gov't Code.ch. 466), as amended; the Texas Lottery's administrative regulations (16 TACch. 140); and other applicable laws of the State of Texas. All Proposers shouldread and be familiar with the State Lottery Act and 16 TAC § 140.101-103.
